Sağlık sektöründe iletişim stratejileri geliştirmede coğrafi bilgi sistemleri (CBS) kullanımı

Abstract

İletişim ve bilgi teknolojilerinin hızlı gelişimi tüm dünyada birçok alanda sınırları ortadan kaldırmaktadır. Türkiye’de 1920’lerde başlayan sağlık reformu çalışmaları günümüzde, AB’ye adaylık statüsü ile birlikte bilgi teknolojilerinin ve iletişimin güçlendirilmesi hedeflerini de kapsayacak şekilde hız kazanmıştır. Sağlık sisteminde mevcut olan sorunlar, tüm sağlık sektörünü ve toplumun sağlık statüsünü olumsuz yönde etkilemektedir. Hizmet alanlar ve hizmet sunumu açısından özel bir öneme sahip olan sağlık sektöründe, iletişim stratejilerinin geliştirilmesi ve iletişim kalitesini yükseltmek amacıyla kullanılan araç ve yöntemler ile bilgi teknolojilerinin kullanımı mesajın, iletişimin etkisi ve bilişimin olanaklarından faydalanarak doğrudan hedefe ulaşmasını sağlamaktadır. Günümüzde birçok sektörde yol gösterici olarak kullanılmakta olan sosyal, kentsel, çevresel planlama verilerinin depolanmasına, işlenmesine ve analizine olanak sağlayarak yöneticilerin karar verme süreçlerinde etkili bir araç olarak kullanılan Coğrafi Bilgi Sistemleri, sağlık sektöründe de sorun çözmek ve strateji belirlemek adına büyük kolaylıklar sağlamaktadır. Bu çalışmada, “Sağlık Sektöründe İletişim Stratejileri Geliştirmede Coğrafi Bilgi Sistemleri (CBS) Kullanımı” konusu incelenmiş ve sağlık kuruluşlarında yöneticilerin, iletişim stratejileri geliştirmelerine yönelik karar süreçlerinde etkili olacak bir model tasarlanmış ve sunulmuştur.

Developments in communication and information technologies removes away the boundries in the world. From the beggining of 1920’s Turkey makes reforms in health sector. Today, being an European Union candidate the reformist approach in Turkish Health Sector accelerates by covering the importance of information and communication technologies. The present problems in health system negatively effects the whole sector and the society. The technologies, tools and the methods being used in improving the communication strategies in health sector helps the message to reach the target by the efficiency of communication and the possibilities of information technologies. Today, Geographical Information Systems (GIS) is being used in many sectors to reach the targets in an effective and efficient way. It helps the social, spatial, environmental and planning datas to store, process and analyse to use as an effective pathfinder in policy makers’ decisions. Geographical Information Systems is also an effective tool in decision making and stating strategies in health sector. In this study, “Using Geographical Information Systems to Improve Communication Strategies in Health Sector” subject is searched and a program is designed to positively effect the decision makers’ strategies in health sector.
