Türkiye genelinde ve bölgeler arasında bilgisayar kullanımı ve uzaktan eğitim ile ilgili istatistiksel analiz

Abstract

Bu çalışmada, günlük hayatımızın bir parçası olan bilgisayar ve internet kullanımı çeşitli yönleriyle ele alınmış, başlangıçtan günümüze kadar gelişim süreci incelenmiş ve teknolojik gelişimdeki önemi üzerinde durulmuştur. Toplumların gelişmesinde, devletlerin muasır medeniyetler seviyesine ulaşmasında bilgisayar ve internetin ne denli önemli olduğu anlatılmış ve bir tıklama ile dünyaya açılmak, dünyayı tanımak, sonsuz bilgiye ulaşmanın olanak ve kolaylığı üzerinde durulmuştur. Bilgisayar ve internet hakkında genel bilgilerin yanı sıra bilgisayar ve internet kullanımı ve gelişimi, Türkiye’de ve dünyada bilgisayar ve internet kullanımı, tarihçeleri ile anlatılmış, sayısal veriler ve tablolar sunulmuştur. Ayrıca, AB aday ülkeleri ile AB ülkeleri internet kullanım oranları rakamlarla ifade edilmiştir. Çalışmanın devamında, uzaktan eğitim ve uzaktan eğitim beklentileri üzerinde durulmuştur. Uzaktan eğitimin avantaj ve dezavantajlarından bahsedilerek, bilgisayar ve internetin uzaktan eğitimin gelişimine katkıları belirtilmiş, Türkiye’de ve dünyada uzaktan eğitimin gelişim süreci ele alınmıştır. Artan eğitim talebini karşılamak amacıyla 1961 yılında Milli Eğitim Bakanlığı tarafından başlatılan mektupla öğretimin gelişip kurumsallaşması, 1983 yılında Açıköğretim fakülteleri ve 1992’de Açıköğretim liselerinin kurulması ile bu süreçteki gelişimler çeşitli yönleriyle ele alınmıştır. Sonraki bölümde, bilgisayar ve internetteki gelişmelerin, uzaktan eğitime olan katkıları üzerinde durulmuş; bilgisayar ve internetin yaygınlaşması sonucu, uzaktan eğitimin gelişimi ve bugün geldiği nokta anlatılmıştır. Çalışmanın son bölümünde; bilgisayar, internet ve uzaktan eğitim eğilimleri ve gelecekle ilgili beklentilerin neler olduğunun araştırıldığı anketin hazırlanması, uygulanması, değerlendirilmesi sonucunda elde edilen bulgular yer almıştır. Değerlendirmeler, istatistiksel olarak ele alınmış ve yorumlar yapılmıştır.

First of all, in this study, different dimensions of the computer which is a part of our daily lives and the usage of internet is taken as the matter of subject. The development history from the beginning until today is analysed and the importance of its impact on technological developments is emphasized. How important is the role of computer and the internet for the development of the society and for the states to reach at the level of modern civilizations is described and opening to the world at the reach of one click, meeting this world and the possibility and easiness of reaching at an infinite knowledge is stressed. Besides the about the computer and the internet, the development of the computer and the internet usage, the computer and the internet usage in Turkey and the world, the history of them are explained, quantitative data and diagrams are presented and the EU candidate countries' and the EU member countries' internet usage is presented by numbers. Following through the study, distance learning and the expectations from distance learning is focused. Mentioning the advantages and the disadvantages of distance learning, contributions of the computer and the internet to distance learning is specified, the development of the process of distance learning in Turkey and in the world is discussed. The institutionalization of distance education by post for the aim of meeting the increasing education demands in 1961 by the Ministry of Education, the foundation of Open University Faculties in 1983 and the foundation of Open High Schools in 1992 and the developments related during this process are analysed focusing on the different dimensions of the subject. The contribution of the developments concerning the computer and the internet, to distance learning are emphasized and the progress of distance learning as a consequence of the spread of internet and the computer and the point, distance learning has reached today are told. In the last chapter of the study, a survey comprising the computer, the internet and the distance learning is evaluated. Together with the help of this survey which has quantitative analysis, charts, and diagrams the existing situation of our country is asserted. This information is crucially important for us to determine future goals. The answers of the participants of the survey are evaluated statistically
