Abstract

BELEDİYE İKTİSADİ TEŞEBBÜSLERİ VE İSTANBUL BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ Yerel yönetimler, siyasal olgunluğun gelişmesi, demokratik anlayışın benimsenmesi ve ülke barışına katkı yönünden önemli olan temel kuruluşlardır. Bu yönetimlerde gösterilecek başarı, demokratik anlayışın gelişmesinde başarıya ulaşılmasına ve ülke düzeyinde yumuşamaya yardımcı olacaktır. Kent yönetiminde etkin yerel yönetim birimi olan belediyeler, hizmetlerde ekonomik ve yönetsel etkinliği sağlamak amacıyla kurulmuşlardır. Belediyeler bazı kamu hizmetlerini daha etkin yürütmek amacı ile kamu hukukunun ve bürokrasinin katı kurallarından ve ağır işleyişinden kurtulmak için ekonomik girişimlerini şirketler yolu ile yerine getirmektedirler. Belediyeler bu yolla, yeni gelir kaynakları yaratabilmekte, ekonomik karar alabilme serbestisine sahip olmakta, daha nitelikli eleman çalıştırabilmekte, daha hızlı karar alıp uygulayabilmekte ve bürokratik engelleri daha kolay aşabilmektedirler. Belediyelerin şirket kurması ya da ortaklık kurmaları bir özelleştirme yöntemi olarak da değerlendirilmektedir. Ancak uygulamada belediyelerin ekonomik alandaki faaliyetlerin azaltılmasından çok, bu şirketlerin belediyelere sağladığı avantajlar için kurulmaktadır. Şirketlerle beraber belediyelerin faaliyetlerinde bir artış olmuş ve belediyeler kendi görev alanlarıyla ilgili, ilgisiz birçok alanda faaliyet göstermeye başlamışlardır. Bu tezde belediyelerin ekonomik fonksiyonlarının bir sonucu olarak doğan belediye iktisadi teşebbüsleri, İstanbul Büyükşehir Belediyesi ve ortak olduğu belediye iktisadi teşebbüsleri detaylı olarak tanıtılmış ve sorunları incelenerek bir takım sonuçlar çıkarılmaya çalışılmıştır. ABSTACT MUNİCİPALİTY ECONOMİC ENTERPRİSES AND THE EXAMPLE OF THE METROPOLİTAN MUNİCİPALİTY OF ISTANBUL Local administrations are basic institutions of great importance with respect to the contribution to the development of political maturity, adoption of democratic understanding and collective peace in a country. Success displayed in such administrations will help to achieve success in the development of a democratic understanding and lead to relax on national basis. Municipalities which are an affective local administration unit in the Management of a City were founded to establish economic and executive activity in terms of services. Municipalities execute economic enterprises by means of companies in order to escape from strong rules and slow proceeds of public law and bureaucracy for the purpose of conducting some public service more effectively. Thus, municipalities are able to establish new sources of income, acquire the freedom of taking economic decisions employ more qualified personnel, take and apply decisions faster and overcome bureaucratic obstacles more easily. The funding of companies by municipalities or establishing partnerships is also evaluated as a privatization method. However, in practice, such companies are founded in order to provide advantages for the municipalities rather than to decrease the municipalities’ activities in the field of economics. There has been observed an increase in the activities of the municipalities together with those of the companies and municipalities have started to display activity in many fields in and out of relation of their own field of business. This thesis introduces municipality economic enterprises, the economic enterprises of the Metropolitan Municipality of Istanbul and associated municipalities which arose as a result of the economical function of the municipalities and further investigates the problems thereof, making the attempt to deduce a couple of consequences.
