Devlet ve sermayenin yeniden üretiminde denetim mekânı olarak şehir hastaneleri

Abstract

Bu çalışma kapsamında, Şehir Hastaneleri’nin büyüklüğü toplumsal yeniden üretim bağlamında hegemonya kavramıyla sorunsallaştırılmaktadır. Şehir Hastaneleri’nin mekânsal çelişkisine bakarak büyüklüğün bir değer ölçütü haline nasıl getirildiği yeniden üretim bağlamında araştırılmaktadır. Sağlık hizmeti ile hastane mekânının formu arasındaki çelişki, zor ve rıza arasındaki gerilimin idare edilişi üzerinden incelenmektedir. Şehir Hastaneleri’nin mekânsal üretim süreci sosyal güvenlik, kentsel toprak ve gösterge rejimleri olmak üzere üzere üç rejim bazında ele alınmaktadır. Bu anlamda, Şehir Hastaneleri’nin mekânsal üretimi ardındaki araçsal akıl, borç ilişkileri üstünden irdelenmektedir. Şehir Hastaneleri’nin finansman modeli ve anıtsal mimarisi arasında kurulan ilişki ağ haritalamasıyla görselleştirilmiştir. Mülksüzleştirmenin kentsel mekânda yarattığı yıkımın farklı ölçeklerdeki şiddeti ise uydu görüntüleri ve arşiv taramasından elde edilen veri üzerinden ortaya konmuştur. Şehir Hastaneleri’nin mekânsal temsilini üreten politik söylemin simgesel şiddeti, borç ahlâkı bağlamında çözümlenmiştir. Buna karşın, Şehir Hastaneleri hegemonyaya karşı mücadele pratiklerini de içeren bir çatışma mekânıdır. Şehir Hastaneleri etrafında gelişen praksisin, borç ilişkilerinin yönünü değiştirme pratikleri çeşitli yayın ve eylemler üzerinden değerlendirilmiştir.

In this study, the size of City Hospitals is problematized with the concept of hegemony in the context of social reproduction. By looking out of the spatial contradiction of City Hospitals, how massiveness has become a value criterion is investigated in the context of reproduction. The contradiction between the health services and the form of the hospital space is examined through the management of the stress between coercion and consent. The spatial production process of City Hospitals is handled on the basis of three regimes: social security, urban land and sign regimes. In this sense, the instrumental reason behind the spatial production of City Hospitals is examined through debt relations. The relationship between the financing model and the monumental architecture of City Hospitals was visualized by network mapping. The violence of the destruction caused by dispossession in urban space at different scales has been revealed through satellite images and data obtained from archive research. The symbolic violence of the political discourse that produces the spatial representation of City Hospitals has been analyzed in the context of debt morality. Notwithstanding, City Hospitals are a space of social conflict that includes the practices of struggle against hegemony. The practices of changing the direction of debt relations in City Hospitals, namely praxis, have been analyzed through various publications and actions.
