Abstract
Birleşmiş Milletlerinin (BM) 2030 Sürdürülebilir Kalkınma Hedefleri (SKH) doğrultusunda IFLA tarafından “Kütüphaneler ve BM 2030 Gündemi’nin Uygulanması” kütüphanecilerin 17 hedef ve 169 amaçtan oluşan gündemi nasıl uygulayacaklarını ve savunuculuk faaliyetlerinde nasıl ilerleme kaydedeceklerine dair bir kılavuz hazırlanmıştır. Her ülke bu gündem hedeflerine ulaşmak için ulusal stratejiler geliştirerek SKH’ye katkı sağlamaktadır. 2030 gündemine ulaşmak için Türkiye SKH ve kütüphane faaliyetleri çerçevesinde üretilen ve yürütülen bilimsel çalışmaların yeterli olmadığı gözlemlenmiştir. Bu tez çalışması SKH kapsamında üretilen ve yürütülen çalışmaların yetersizliğini kütüphanelerde aktif rol oynayan kütüphanecilerin farkındalıklarını değerlendirerek ortaya koymaktadır. Araştırmanın nicel veri toplama yöntemi olarak Atmaca vd. (2019) tarafından geliştirilen “Sürdürülebilir Kalkınma Farkındalık Ölçeği” ve araştırmacının uzman görüşüyle geliştirdiği “Kütüphanecilerin Sürdürülebilir Kalkınma Hedeflerindeki Savunuculuk Faaliyetlerine Yaklaşım Formu” kullanılmıştır. Çalışma örneklemi oluşturan Türkiye İstatistik Kurumu (TÜİK) 2022 yılı istatistiki verilere göre Kültür ve Turizm Bakanlığı’na bağlı 1.257 halk kütüphanesinde bulunan 195 kütüphanecinin verileri değerlendirilmiştir. Veriler SPSS 29.0 yazılımı kullanılarak, betimsel istatistiklerde, Mann-Whitney U Testi ve Kruskal Wallis Testi uygulanmıştır. Araştırmanın analizlerinde Kültür ve Turizm Bakanlığı’na bağlı çalışmakta olan halk kütüphanecilerinin genel ve ekonomik, toplumsal ve çevresel alt boyut farkındalıkları ve savunuculuk faaliyetlerine yaklaşımlarına ilişkin bulgular değerlendirilmiştir. Bulgular sonucunda cinsiyet, yaş grubu ve Bakanlıkta çalışma yılları açısından incelemesinde Bakanlıkta çalışan halk kütüphanecilerinin SKH genel farkındalıklarında ve savunuculuk faaliyetlerine yaklaşımlarında istatistiksel olarak anlamlı bir fark tespit edilmemiştir. Bakanlıkta çalışan halk kütüphanecilerinin Sürdürülebilir Kalkınma hedeflerindeki genel ve ekonomik, toplumsal ve çevresel alt boyut farkındalıkları ve savunuculuk faaliyetlerine yaklaşımlarının yüksek olduğu sonucuna ulaşılmıştır. Bakanlığa bağlı çalışmakta olan halk kütüphanecilerinin Sürdürülebilir Kalkınmadaki savunuculuk faaliyetlerindeki politikalara, toplantılara, temsilcilere, kullanıcılara yönelik gerçekleşen uygulamaların yeterli olmadığı görülmüştür.
In line with the Sustainable Development Goals of the United Nations (UN) 2030 IFLA, a guideline was prepared by IFLA on how to implement the agenda of 17 targets and 169 purposes and how to make progress in advocacy activities. Each country contributes to SKH by developing national strategies to achieve this agenda targets. In order to reach the agenda of 2030, it was observed that the scientific studies produced and carried out within the framework of Turkey SKH and Library activities were not sufficient. This thesis work reveals the inadequacy of the studies produced within the scope of SKH and evaluate the awareness of librarians who play an active role in libraries. The research as a quantitative data collection method of the study. (2019) developed by the “Sustainable Development Awareness Scale” and the “Approaching Form of Advances in Sustainable Development Goals of Librarians' developed by the researcher with expert opinion. According to the statistical data of the Turkish Statistical Institute (TURKSTAT), which constitutes the study sample, the data of 195 librarians in 1,257 Public Library of the Ministry of Culture and Tourism were evaluated. Data using SPSS 29.0 software, mann-whitney U test and Kruskal Wallis test were applied in descriptive statistics. In the analysis of the research, the findings of the public librarians working under the Ministry of Culture and Tourism were evaluated on the general and economic, social and environmental sub -dimensions awareness and approaches of advocacy activities. As a result of the findings, no statistically significant difference was found in the general awareness of the public librarians working in the ministry in the examination of gender, age group and ministry in terms of working years. It has been concluded that the general and economic, social and environmental sub -dimensions awareness and advocacy activities of the public librarians working in the Ministry in sustainable development goals are high. It was observed that the practices for the policies, meetings, representatives and users in the advocacy activities of the public librarians working under the Ministry in sustainable development were not sufficient.
