Abstract
Mesleki ve Teknik Ortaöğretim Kurumlarında İşletmede Beceri Eğitimi Uygulamasının İşletme ve Öğrenci Açısından Değerlendirilmesi (Elektronik-Bilgisayar Bölümleri) Genel olarak bir ülkenin gelişimini etkileyen en önemli faktörler doğal kaynaklar ve insan gücüdür. İnsan gücü ve doğal kaynaklardan gereği gibi yararlanarak yüksek düzeyde üretim sağlamak bir ülkenin gelişimi için temeldir. Bu da ancak eğitim ile mümkündür. Mesleki eğitim kavramı bu noktada karşımıza çıkmaktadır. Genel anlamda sanayinin ve iş alanlarının ara eleman ihtiyacını karşılama amacına yönelen mesleki ve teknik eğitim, hızla değişen teknolojik bilgi, üretim yöntemleri ve endüstri ihtiyaçlarına cevap verebilmek için dinamik bir yapı sergilemelidir (http://www.sitetky.com/ frameset/ tky/ tkymain22.html). Çağdaş teknolojiyi yakalamak, hatta ona yön verebilmek için, mesleki teknik eğitimin yetiştireceği kişilere yaratıcılık, problem çözme ve bilgi donanımını el becerisi ile birlikte kullanma yeteneklerinin kazandırılması gerekmektedir. 3308 sayılı Mesleki Eğitim Kanunu gereğince, meslek lisesi öğrencileri 10. ve 11. sınıfta beceri eğitimlerini işletmelerin atölye, laboratuar ve eğitim ünitelerinde yapmaktadır (TISK, eğitim kurumu - işletme diyaloğu uluslararası konferansı). İşletmede beceri eğitimi uygulamasının amacı beceri eğitimine giden öğrencilerin teknolojik gelişmeleri yakından tanımaları, istihdam edildiklerinde işyerlerine kolayca intibak etmelerini sağlamaktır. İşyeri açısından da önemi potansiyel işgücünü tanımak olmaktadır (TISK, eğitim kurumu - işletme diyaloğu uluslararası konferansı). İşletmelerde meslekî eğitim, öğrencilerin meslekî becerilerini işyerlerinde geliştirmesi ve kendilerine olan güvenlerini sağlamaları açısından son derece önemlidir. İşletmede beceri eğitimi uygulamasının belirlenen hedefler doğrultusunda gerçekleşebilmesi açısından işletmelerin ve öğrencilerin birbirlerinden beklentilerinin açıklığa kavuşturulması gerekmektedir. Bu sebeple, işletmede beceri eğitimi uygulamasında işletmelerin ve öğrencilerin birbirlerinden beklentilerini ortaya çıkartmak bu araştırmanın konusunu oluşturmaktadır. Araştırma için anket çalışmalarına başlanılmadan önce, literatür taraması yapılarak mevcut durum ve uyulması gereken yönetmelikler belirlenmiştir. Mesleki eğitim kavramı, mesleki eğitimin önemi, amacı ve ülkemizde mesleki eğitim araştırılmıştır. Mesleki eğitimin öğrenciler ve istihdam açısından en önemli unsurlarından birisi olan işletmede beceri eğitimi uygulamasında okul-işletme işbirliği ve bu uygulamada tarafların görev ve sorumlulukları incelenmiştir. 3308 ve 4702 sayılı Kanunlar’da işletme, okul yönetimi ve öğrencilere düşen sorumluluklar, karşılıklı sağlanan haklar araştırılmıştır. Tüm bu literatür taramasının ardından öğrenci ve işverenlerin beklentilerine yönelik anket soruları oluşturulmuş, bu anketler çeşitli okullarda 400 adet elektronik-bilgisayar bölümü öğrencisine ve işletmelerde 219 adet işverene uygulanmıştır. Uygulanan anketlerin SPSS 13.0 programında istatistikleri çıkartılmış ve beklentilere ilişkin belli sonuçlar elde edilmiştir. Öğrenciler tarafında ortaya çıkan beklentilerin genellikle 3308 sayılı Kanun ve Mesleki ve Teknik Eğitim Yönetmeliğinde kendilerine tanınan hakları ve işletmelerine karşı görev ve sorumuluklarını bilmemelerinden dolayı ortaya çıktığı görülmüştür. İşvrenler tarafında ortaya çıkan beklentilerin de aynı şekilde Kanun ve Yönetmelikte belirlenen görev ve sorumluluklarını bilmemelerinden dolayı ortaya çıktığı görülmüştür.
The evaluation of skill training in the operatings in terms of students and the operatings in Occupational and Technical Secondary Education Institutions. Basically the most important factors which effect the development of a country are natural sources and human power. To supply the production in high level by getting benefit from the human power and natural sources is the basis for a country’ s development which is directly related with the education. Both to reach and to lead the modern technology, we should have the students gain the abilities which include problem solving, using the handcraft with the knowledge. According to the occupational Training law numbered 3308, 10th and 11th grade students complete their skill trainings in vacation atelier, laboratory and training units (The confederation of Turkish Employer Union – operating dialoque, international conference). The purpose of the training in the operating is to supply the students to get to know the technologic development and to adapt themselves into the occupation easily. This training is also beneficial for the operating to find out the potential labour (The Confederation of Turkish Employer Union – operating dialoque, international conference). Occupational training is vital for students in terms of developing their skills and gaining self confidence in the operatings. To reach the purposes of skill training in the operatings, it is essential to clarify the expectations between the operatings and the students. Therefore to clarify the expectations is the subject of this research. The regulations have been stated as searching the litteratuer before starting the studies of questionary. The concept of the occupational training, the importance of this training and it’s purpose and also the training in our country has been searched. The cooperation between school and operating and the duty and the responsibilities which involve the crucial point in Occupational Training have been surveyed. The rights and the responsibilities of Operatings – school administration and the students have been examined in the laws numbered 3308 and 4702. After all these researches the questionary which is oriented the expectations of behalfs has been prepared. The questionary has been applied to 400 students who are in electronic and computer departments in the schools and 219 employers in the operatings. The statistics of the questionary has been made in SPSS 13.0 programme and come into clear results respecting the expectation. With these results some different expectations have been appeared. Because of the lack of knowledge about the laws and the duty and the responsibilities some problems have been brought out in both the student sides and the operating sides.
