Abstract
Artan rekabet ortamında bulunan işletmeler, çevreleriyle birlikte gelişerek amaçlarını gerçekleştirmek zorundadır. Bu nedenle, karar sürecinde, karar vericinin, bilgiyi, doğru olarak ve doğru zamanda elde etmesi ve kullanması gerekir. İhtiyaç duyulan bilginin saptanması, işlenmesi, saklanması ve iletilmesi, bilişim sistemlerinin yapılandırılması ve geliştirilmesi kapsamındadır. Bilişim sistemlerinin geliştirilmesi, sistem analizleri ve tasarımlarıyla ortaya çıkar. Bilişim sistemlerinin analizi ve tasarımında izlenen adımlar, tanımlar, uygulamada problemin saptanıp çözüme yönelik tasarım geliştirilmesi bu tezin konusunu oluşturmaktadır. Bilişim sistemleri, sistem geliştirme yaşam döngüsü kapsamında geliştirilir. Bilişim sistemlerinin analizi, bu döngünün ilk ve en önemli aşamasıdır. Sistem analistinin, araştırma teknikleriyle mevcut sistemi incelemesi, sistemdeki ihtiyaçları saptayıp, problemleri tanımlamasını sağlar. Mevcut sistemi, çeşitli araçlarla belgelendirmesi, değerlendirme yapmasına ve tasarım için alternatifler üretmesine yardımcı olur. Bilişim sistemlerinin tasarımı aşaması, genel sistem tasarımı süreci, alternatif tasarımlar oluşturulup, değerlendirilmesi ve en uygununun seçilip detaylı sistem tasarımının yapılmasını kapsar. Detaylı sistem tasarımı süreci, girdi, çıktı, veri tabanı, iletişim ağları, donanım ve kontrol mekanizmalarına yönelik detayların tasarlandığı aşamadır. Tasarımda oluşturulan belgeler, programcı için kaynak oluşturur. Bu çalışmadaki uygulama aşamasında, bir enerji dağıtım şirketinin sistem analizi sonunda, kaçak elektrik kullanan abonelerin tespitine yönelik bir öneri geliştirilmiştir.

Information systems building and development contains determining, processing, storing and transmitting of the data. Information systems development occurs with systems analysis and design. The subjects of this thesis contain steps for these activities, defining for building, problem defining and design for problem solving in application. Information systems development process includes the system development life cycle. Information systems analysis phase is the first and most important phase in cycle. System analyst studies the system with fact-finding techniques. This activities provide determining requirements and problems in the exist system. Also, analyst documents with different tools the exist system. These documents help to evaluate and to produce alternatives for design to analyst. Information systems design phase includes the general systems design process, producing alternatives, evaluation these alternatives and selecting most appropriate for alternatives, making detailed systems design. During the detailed systems design phase, details of input, output, database, communication networks, hardware and control mechanism are determined. In designing made documentation, which they are, sources for the programmer. In the application phase of this study, the suggestion is developed which it is aimed at the results of systems analysis for the energy distribution corporation.
