YÜKSEKÖĞRETİM KURUMLARI ÖĞRENCİ SOSYAL HİZMETLER BİRİM SAYMANLIĞI MUHASEBE VE BÜTÇE SİSTEMİ Ülkemizdeki Üniversitelerin öğrencilerinin ve personelinin sağlık, kültür, spor ve diğer sosyal ihtiyaçları Üniversitelerin Sağlık Kültür Spor Daire Başkanlığı tarafından yürütülmektedir. Öğrenci Sosyal Hizmetler Birim Saymanlığı'da Sağlık Kültür Spor Daire Başkanlığı bünyesinde faaliyet gösteren bir birim saymanlığıdır. Saymanlık gelirleri 2547 sayılı Yüksek Öğretim Kanunu'nun 46 maddesine göre öğrenci harçlarından, sosyal tesis gelirlerinden, kültür ve spor faaliyet gelirlerinden ve yemek gelirlerinden oluşmaktadır. Giderleri ise öncelikle öğrencilerin beslenme, barınma, sağlık, kültür, spor ve diğer sosyal hizmetlerinin karşılanmasından oluşmaktadır. Saymanlığın muhasebe işleri Döner Sermayeli İşletmeler Muhasebe Yönetmeliğine göre yürütülmektedir. Yapılan çalışma sonucunda muhasebe sisteminin Tahakkuk Esaslı Muhasebe sistemine göre yürütülmesinin hem raporlama hem de mali tabloların doğru güvenilir sonuçlar vereceği görülmektedir. The accountancy department of student social services in an accountancy department which is working under the Health, Culture and Sports Section Chairmanship. According to the 46th article of the Higher Education Law numbered as 2547, the income of the accountancy is derived from student outlays, social facilities, cultural and sport activities and the food servise. The expenses are made up of student's nourishment, shelter, health, culture, sports and other social services. The accounting of the accountancy is carried out according to the Business Enterprises with Working Capital Accounting Regulation. As a result of thes study it is proved that implementing the accounting system according to the Accruement Based Accounting system gives accurate and reliable results in both reporting and constructing financial tables.
