Savunma sanayii kapsamında silah ticaretinde gerçekleştirilen gümrük denetimlerinin Türkiye-ABD dış ticareti üzerinde etkileri

Abstract

Devletler toprak bütünlüklerini korumak ve vatandaşlarını müdafaa etmek amacı ile savunma sanayii alanında çeşitli çalışmalar yapmaktadır. Türkiye bu alandaki üretim ve geliştirme faaliyetlerine erken dönemde başlasa da cumhuriyetin ilk dönemlerinden 2000’li yılların başlarına kadar dışa bağımlılık dönemi yaşamıştır. Bağımlı olduğu ülkelerden en önemlisi ise bugün birçok ülkeye savunma sanayii sektöründe kaynak konumunda olan ABD’dir. Günümüzde Türkiye çok fazla gelişim göstererek silah ticaretinde önemli bir yol katetmiş olsa da hala birçok teknoloji, AR-GE, ürün ve hizmetleri ABD’den tedarik etmeye devam etmektedir. Bu çalışmada, ABD ile geçmiş dönemlerde yaşanan ve bugünkü savunma sanayii’nin dinamiklerini oluşturan kritik olayların incelemesini, hafif silah grubunun dış ticaretinde yaşanan aksaklıkların sebeplerini ve gümrüklerdeki denetim zorluklarının değerlendirmesini incelemektedir. Bu kapsamda sektördeki katılımcılar ile bir anket çalışması gerçekleştirilmiş ve bu çalışmanın bulguları, sonuçları ve önerilere yer verilmiştir.

States carry out various activities in the field of defense industry in order to protect their territorial integrity and defend their citizens. Although Turkey started its production and development activities in this field in the early period, it experienced a period of foreign dependency from the early republican period until the early 2000s. The most important of the countries it is dependent on is the United States, which today is a source of defense industry for many countries. Today, although Turkey has come a long way in the arms trade, it still continues to procure many technologies, R&D, products and services from the United States. This study examines the critical events that have occurred in the past with the United States and that constitute the dynamics of today's defense industry, the reasons for the disruptions in the foreign trade of small arms and light weapons group, and the assessment of customs inspection difficulties. In this context, a survey was conducted with participants in the sector and the findings, conclusions and recommendations of this study are presented.
