Cumhuriyet dönemi İstanbul yangınlarının basına yansıması (1923-1973)

Abstract

İnsan eliyle veya doğada kendiliğinden çıkan yangınlar, tarih boyunca birçok memleketi, birçok toplumu maddi-manevi kayba uğrattığı gibi Türk toplumunu da ziyadesiyle zarara uğratmıştır. İstanbul odaklı konuya bakıldığında, Osmanlı döneminden beri ahşap yapı kullanımının ön planda olduğu bu şehirde söz konusu zararın boyutları daha da büyük olmuştur. Yangınlar, bu çalışmada cumhuriyet dönemi İstanbul yangınları ile sınırlı tutuldu. Zira daha önceki dönem yangınları, yeterli nicelikte olmamakla birlikte çeşitli akademik çalışmalara konu edilmiştir. Yangınlar ele alınırken cumhuriyetin ilk 50 yılındaki yangınlara odaklanıldı ve bunlar yangınların çıkış sebepleri, yangınlara müdehale şekli ve sonrasında yapılanlar olmak üzere her bir yangında ayrı ayrı işlendi. Bu çalışmayı yürütürken dikkatimizi çeken önemli bir konu, 1950’li yıllara kadar yangınların verdiği zarar nicelik olarak bilhassa özel mülklerde kendini fazlasıyla hissettirirken, bu tarihten sonra inşaaat malzemelerinde ahşap yapı kullanımının azaltılmasıyla birlikte yıkıcılığının da azalmasıdır. Fakat bütününe bakıldığında şurası da dikkatlerden kaçmamaktadır: Yangınların çok önemli bir bölümü ihmalkarlık, dikkatsizlik ve eğitimsizlik kaynaklıdır. İlk 50 yıldaki yangınların içerisinde hem kamu binalarının, hem özel mülklerin bahsedilen durumlardan ötürü yanıp yok olduğu araştırmayla tespit edilmiştir. Yangınlara müdahale biçimi açısından çok büyük bir faklılık olmamakla birlikte, yangınların öncesinde de önleyici tedbirler yeterince alınmamıştır.

ABSTRACTThe fires that was caused by human hand or self-induced causes had damaged Turkish public as well such as the other of the publics and towns materially and morally during the history. By handling as the subject of Istanbul, it had been more damaged when compared with others because of abundance of wooden building. The fires in this study, the republic period is restricted with the fires of İstanbul. The fires had been a subject to academic studies although it had seemed as an unimportant fires in earlier times.The first fifty years fires of republic was important in studying on the fires and these were handled separetely as the reason of the fires, the type of interference to fires and take in consideration in each fire as well.While dealing with that study the attracted significant one was that in the most damaged one expecially in private domain until the 1950s.On the other hand, after 1950 there had been seemed less damages thanks to decreasing wooden structures. However when viewed to entire of it is also notable : the vital of a part of the fires is originated from negligence,lack of attention and education.In first of 50 years, it is determined that both public buildings and peculiars are fired and disappeared because of the mentioned reasons by the survey.As well as threre is no a big difference in the precautions to fires In addition to almost the same as the type of interference to fires the preventie measures has not sufficiently taken into consideration earlier on fires too.
