Dünya’da ve Türkiye’de serbest bölgelerde çalışma ilişkileri ve bir uygulama

Abstract

TEZ ÖZETİ Tez, Dünya’da ve Türkiye’de özellikle üretimin uluslararası ölçekte yeniden yapılanmaya başladığı 1970’li yıllardan bu yana hızla yaygınlaşan serbest bölgeleri, özellikle Froebel ve arkadaşlarının geliştirdiği “Yeni Uluslararası İşbölümü” ve Wallerstein/ Gereffi ekonlünün “Küresel Meta Zincirleri” tezleri çerçevesinde sosyo-ekonomik bir değerlendirmeye tabi tutuyor. Serbest bölgelerin ülke ekonomilerine katkısı, işsizlik probleminin çözümünde bölgelerin rolü, geri kalmış bölgelerin kalkınmasında etkili araçlar olup olmadıkları, teknoloji transferine ne seviyede aracılık yapabilecekleri gibi sorulara yanıtlar arıyor. Çalışma ilişkileri açısından serbest bölgelerin işçi sorunlarının özel olarak yoğunlaşan bölgeler olup olmadığına bakılıyor. Serbest bölgelerin, kurulu oldukları ülkelerde, ülke içindeki hakim çalışma ilişkilerinden ne seviyede bir sapmayı temsil ettikleri inceleniyor. Türkiye’deki serbest bölgeler dünyadaki benzerleri ile karşılaştırılarak arada kimi yapısal farklılıklar olup olmadığı araştırılıyor. Sonuç olarak, serbest bölgelerin gelişmekte olan ülkelerin sosyal ve ekonomik sorunlarını çözebilecek yetkinlikte bir araç olmadığı, sınırlı sayıda ülkede ekonomi içinde önemli bir etkinliğe ulaşabildikleri, özellikle genç kadın emeğinin kullanımında yoğunlaşan merkezler oldukları tespit ediliyor. Çalışma ilişkileri açısından hızla evsahibi ülkenin geneline uyum sağlama eğiliminde oldukları gözleniyor. Türkiye’de ise serbest bölgelerden iç piyasaya ticaretin sınırlanmamış olmasının ihracattan ziyade ithalatı teşvik eden bir model ortaya çıkardığı sonucuna varılıyor.

Thesis is trying to analyze the free zones concept, which are proliferated all around the developing world since 1970’s when the international production began ot be re-built on a new basis. Analyze is developed through the ideas of Froebel and his collegues, which are generally called “ The New International Division of Labour” and also the theory of “Global Value Chains” of Wallerstein and Gereffi. The contributions of the free zones (the term of “export processing zones” is most frequently used in the thesis due to the concept of production) to the national economies, their affects on unemployment, whether they are important tools for the development of less-developed regions in a country, their role in the technology transfer to the developing countries are questioned. In the labour relations side, it is examined whether they are the closed areas of the worst conditions for the working people or vice versa. Also a comparision between the Turkish free zones and the others in the world is done and similarities and structural differences are searched. As a conclusion, it is decided that these zones are not magnific tools which can solve the basic socio-economic problems of the developing world, they are effective only in a handful countries and useless in all of the others, and they are specialized on the young women labour used in labour based industries such as textiles and electronics, so they are sometimes called “mono industrial cultures”. The exploitation of the cheap and productive labour of the developing world by the multinational enterprises is main force driving the process in these zones. But the working conditions is similar with the other places in the host country which are still producing poverty. Zones in Turkey are structurally different from the zones, import is supported instead of exports, as a result of the limitless permission for exports from the zones to Turkey
