Publication: Metal imalat sektöründe güvenlik kültürü algısının bulanık mantık modeli ile tespiti ve değerlendirilmesi
Abstract
İş güvenliği kültürünün nitel bir kavram oluşu ve iş güvenliği kültürünü oluşturan birçok bileşen olması, iş güvenliği kültürünün ölçülmesini ve sayısal olarak ifade edilmesini zorlaştırmaktadır. Bu zorluğu aşmak için literatürde farklı sektörler için yapılmış çalışmalarda anketlere ve uzmanlarla görüşmelere dayanan çalışmalar olduğu görülmektedir. Bu çalışmada, iş güvenliği kültürü kavramını sayısal bir değer ile ifade edebilecek bir araç üretmek amaçlanmıştır. Bu doğrultuda öncelikle bir anket hazırlanmış ve veriler toplanmıştır. Anket 259 kişinin katılımı ile bir imalat firmasında uygulanmıştır. Elde edilen bulgular istatistiksel olarak incelenmiş ve takiben bir bulanık mantık modeli oluşturulmuştur. Ankette kullanılan 29 sorudan 4 tanesi yapılan analiz neticesinde anketten çıkarılmıştır ve kalan 25 sorunun 5 ayrı faktöre dağıldığı tespit edilmiştir. Bu faktörler iş güvenliği kültürünü oluşturacak olan göstergelerdir ve şöyle adlandırılmışlardır; takip – izleme – denetleme, çalışanların farkındalığı, yönetimin İSG bağlılığı, operasyonel İSG bağlılığı ve İSG odaklılık. Bu bileşenlere ait bulgulardan elde edilen ortalama puanlar bulanık mantık modelinde girdi olarak kullanılmıştır. Böylece İSG kültürü değeri bulanık mantık modelinin çıktısı olarak elde edilmiştir. Model 0 ile 1 arasında bir değer üretmektedir. Uygulama ile elde edilen farklı demografik bilgilere dayanarak, aynı metot ile İSG kültürü algıları farklı açılardan değerlendirilmiş ve sunulmuştur. Bulanık mantık modeli kurulmuş ve işyerinde iş güvenliği kültürünün çalışanların gözünden değerlendirilmesinde kullanılmıştır. Bu çalışmada geliştirilen anket ve bulanık mantık modeli, farklı sektörlere kolaylıkla adapte edilerek iş güvenliği kültürü hakkında anlamlı sayısal bir değer üretmek için kullanılabilir. Böylelikle iş yeri Güvenlik Yönetim Sistemlerinin önemli bir parçası olan Güvenlik Kültürü’nün oluşumu ve sürekliliği için gerekli yöntem ve politikalar belirlenebilir.
Safety culture is an intangible term with its various indicators; it is tough to measure and express it with numerical values. There are some studies for various sectors in the literature, which collects the data by surveys and expert reviews in order to overcome this challenge. Similarly, this study aims to propose a tool which expresses the safety culture as a numerical value.For that purpose, a safety culture assessment questionnaire is developed and utilized to collect the data. The questionnaire is applied in a manufacturing environment where 259 people are participated within the research. Collected data is analysed and then a fuzzy logic model is introduced. The questionnaire consists 29 items initially, and 4 of those were removed according to the factorial analysis. Remaining 25 items are loaded into 5 factors which are expressed as; safety follow-up audit reporting, employees' self-awareness, operational safety commitment, management's safety commitment, safety orientedness. The mean values of the indicators are utilized as the inputs of the fuzzy logic safety culture assessment model and the output of the model is “safety culture” which has a value between 0 and 1. By utilizing the collected demographic data, the same fuzzy logic assessment is repeated and the safety culture is assessed for various demographic informations. Thus, fuzzy logic model is utilized to assess the safety culture from the eyes of the employees of this workplace. Both the questionnaire and the fuzzy logic model may be revised and used according to the specific requirements of various sectors in order to gather valuable quantitative results about the safety culture. So, the workplaces may define the policy and methods in order to establish and maintain a positive safety culture, which is a very important part of safety management system.
