Abstract

Her devlet, en basit ifadeyle kendi bekası için, savunma ihtiyacı içindedir. Tarihte bazı devletler harp marifetiyle gelişip büyüyebilmişlerdir. Bugün bile bazı devletler gelişim istikametinde itici gücü askerî kudret ve yapılanmalarından alırlar. Uluslararası durum ne olacağı asla tam kestirilemez bir özelliktedir. Bir devlet her an, sırf savunma maksadıyla da olsa çatışma faaliyetleri içine girmek zorunda kalabilir. Askerî güçler bir bakıma milletlerin toplu şeref duygularını yansıtırlar. Şovenizm hudutlarına varmadıktan sonra, askerî duygularla bezenmiş millî duygulanım halleri sadece tabii sayılır. Özellikle seçkin lider kadrosuna münasip insan gücünün alımı önemli bir meseledir. Türk komuta kadroları orta sosyal tabakadan taban bulur ki bu amaç için olabilecek en uygun kaynak odur.

Any sate needs defense, merely to ensure its survival. In history some states could expand and grow through wars. Even today, some states derive their motive force for development from their military might and structures. International situation is never totally predictable. A state may always be obliged to engage in belligerent activities, if only for defensive purposes. Military powers in a sense reflect nations’ collective feelings of honor. Unless boarding the line of chauvinism, national emotions coupled with military feelings, are only natural. Recruitment of appropriate man power, especially for the elite cadres, is an important issue. Turkish commanding cadres are fed from the youths of the middle social class, which is indeed the optimal choice for this purpose.
