Türkiye'de yoksulluğun genel görünümü: Güneydoğu Anadolu Bölgesi örneği

Abstract

Çağımızın en önemli sorunlarından biri olan yoksulluk hem dünyada hem de Türkiye’de sosyal bilimcilerin oldukça önem verdiği bir konu olmaya devam etmektedir. Bu amaçla çalışmanın temel perspektifi, yoksulluk sorunu üzerinden yapılan durum analizlerini ve sorunlar üzerine yapılan çözümleri içermektedir.Araştırmadaki genel amaç; yoksulluk sorunun sahip olduğu önem, özelde ise Güneydoğu Anadolu Bölgesi’nde yoksulluğunun incelenme isteğinden ileri gelmektedir. Bu amaçla ilk olarak yoksulluğun teorik olarak ne olduğu ile ilgili araştırma yapılmıştır. Türkiye’de ise yoksulluğun tarihsel gelişimi üzerinden sorunlara kurum ve kuruluşların da yardımıyla çözümler aranmıştır. Çalışmanın esas araştırma konusunu oluşturan Güneydoğu Anadolu Bölgesi’nde yoksulluk bölümünde ise; bölgenin analizi yapılarak, yoksulluğun nedenleri Türkiye İstatistik Kurumu verileri ile ortaya konmuştur. Bölgeye yapılan yatırımlar ile yoksulluk sorunun çözümünde uygulanan politikalar ile birlikte konu detaylı olarak incelenmiştir. Bu çerçevede: yoksullukla mücadelenin Türkiye’de birçok yönden olumlu olarak seyrettiği kanısına varılırken, hala eksik noktalarının olduğu; Güneydoğu Anadolu Bölgesi’nde ise yoksulluk oranlarının gözle görülür bir azalma gösterdiği sonucuna varılmıştır. Yoksulluğun önlenmesinde sosyal devlet kavramının da önemi gözler önüne serilmiştir. Eğitim ve sağlık konularına bölgede verilen özen ve Güneydoğu Anadolu Projesi, bölge içerisindeki kalkınmanın esas ayağını oluşturan kısımlar olarak yerini almıştır.

One of the biggest problems of our contemporary times “poverty” keeps its importance for social scientists in Turkey as well as in the world. The essential perspective of this work therefore contains the analysis about the problem of poverty and the solutions for the problems. The ultimate aim of this research is to point out the importance of poverty problem in general and specifically to focus on the poverty in the Southeast region of Turkey. Therefore firstly the definition of poverty is studied theoretically. In Turkey, the solutions for the problems are researched from historical perspective and with the help of institutions. In the section of Southeast Region poverty section, the region is analysed and the reasons behind the poverty is revealed based on the facts of Turkey Statistics Institute TUIK. The subject is studied in detail with the investments to the region and the policies implemented in solving the problem of poverty. Within this frame, it is concluded that the struggle with the problem of poverty in Turkey is improving positively, however there are still missing points. It is also concluded that in the Southeat Turkey the poverty has been decreased dramatically. The research showed that the notion of social state is essential in preventing poverty. The importance given into education and health areas and the project of Southeast Turkey are the essential bases of the development in the region.
