A comparison of grand strategies of the last three US presidents from neoclassical realist perspective

Abstract

ABD, kuruluşundan bu yana uluslararası arenaya yön veren önemli ülkelerden birisiolmuştur. ABD'deki her siyasi hareket, dünyanın unutulmaya yüz tutmuş herhangi birbölgesini dahi etkileme gücüne sahiptir. ABD'nin yalnıza dış politikasının dünyameseleleri üzerinde etkisi yoktur, aynı zamanda iç dinamikleri ve kamuoyu da dışpolitikası kadar etkili olabilmektedir. Aslında, ABD Büyük Stratejisi bu içdinamiklerden doğmuş ve zaman içinde tarihsel deneyimlerle gelişmiştir. Büyükstrateji, kısa vadeli politikalar kümesinin tüm uzun vadeli stratejide kümelenmesivianlamına gelmektedir. Bu bağlamda, bu çalışma, iç dinamiklerin, tarihsel eğilimlerinve başkanların temel kısa vadeli hedefler oluşturduğunu ve zaman geçtikçe hepsinintam bir uzun vadeli ABD Büyük Stratejisi oluşturduğunu savunmaktadır. Başka birdeyişle, bu çalışma ABD Büyük Stratejisinin ABD'deki iç dinamiklerin eğilimlerininve tarihsel eğilimlerin bir ürünü olduğunu iddia etmektedir. Ayrıca neoklasikgerçekçiliğe göre bu özellikler ve eğilimler sadece ABD Büyük Stratejisinioluşturmakla kalmaz, aynı zamanda Amerikan Büyük Stratejik davranışı da dışilişkileri şekillendirir ve ABD dış politikasında temel belirleyici araçtır. Ayrıca, buçalışma esas olarak son üç başkanın büyük strateji görüşlerinin ABD BüyükStratejisi üzerindeki rolünü tartışmaktadır. Nitekim bu çalışma, yalnızca üç ABDBaşkanının hüküm sürdüğü 2001-2020 dönemini kapsamaktadır. Bu bağlamda, buçalışmanın ana başlığı ABD Başkanlarının ABD Büyük Strateji VizyonlarınınNeoKlasik Realist Perspektiften Bir Karşılaştırması: 2001-2020dir. Ancakbürokratik nedenlerle tezimizin başlığı “Son Üç ABD Başkanının BüyükStratejilerinin Neoklasik Realist Perspektiften Bir Karşılaştırması” olarakadlandırılmaktadır. Araştırmamız, her Amerikan Başkanı'nın kendi büyükstratejilerinin ABD Büyük Stratejisi üzerinde çok az etkisi olduğu sonucunavarmaktadır. Dahası, tezimiz yerel dinamiklerin ve tarihsel eğilimlerin ABDBaşkanlarının politika oluşturma süreci üzerindeki etkisini göstermektedir. Sonuçlar,ABD'nin ulusal dinamiklerinin ABD Başkanlarının önündeki ana engel olduğunu vebireysel büyük stratejilerin bütünsel bir şekilde uygulanmasını engellediğinigöstermektedir.

Since its foundation, the US has been one of the unique countries that directsinternational arena. Each political move in US has the power of influencing any sankinto oblivion part of the world. Not only the US foreign policy has an impact onworld affairs, but also its domestic environment is as strong as its foreign policy. Infact, the US Grand Strategy was born from this domestic environment and evolvedthroughout time by the historical forces. The grand strategy means cluster of the setof short term policies into whole long term strategy. In this regard, I argue thatdomestic dynamics, historical tendencies and presidents creates main short termgoals and as time goes by they all form a complete long term US Grand Strategy. Inother words, this study claims that the US Grand Strategy is the product of domesticfeatures and historical tendencies in US. In addition, according to neoclassicalrealism these features and tendencies not only forms the US Grand Strategy, but alsothe American Grand Strategic behavior shapes the foreign affairs and it is theivessential determinative tool in US foreign policy. Besides, this study mainly discussesthe role of the last three Presidents grands strategy visions on US Grand Strategy.Indeed, this study, merely covers 2001-2020 interim with three US Presidents reign.In this regard, the title of the study has been revised to reflect better the content asA Comparison of the US Grand Strategy Visions of US Presidents fromNeoClassical Realist Perspective: 2001-2020. However, due to bureaucraticreasons the title of our dissertation remained as ‘’A Comparison of Grand Strategiesof The Last Three Us Presidents From Neoclassical Realist Perspective’’. Ourinvestigation concludes that each Presidents’ own grand strategies have only a littleimpact on US Grand Strategy. Moreover, our dissertation illustrates the influence ofdomestic dynamics and historical tendencies on US Presidents’ policy-makingprocess. Results indicate that domestic features of US are the main obstacles in frontof US Presidents and prevent the implementation of entire individual-grandstrategies.
