A system dynamics approach to project portfolio management

Abstract

PROJE PORTFÖY YÖNETİMİNDE SİSTEM DİNAMİĞİ YAKLAŞIMI Bu çalışmada, sistem dinamiği metodolojisi kullanılarak bir proje portföy sistemi modeli kurulmuştur. Model, literatürde mevcut olan modellerin geliştirilmesi ile yapılandırılan bir proje portföy yönetim süreci modeli baz alınarak oluşturulmuştur. Gerçekleştirilen validasyon ve verifikasyon testleri, yapılan faraziyeler ve basitleştirme işlemleri dahilinde, modelin gerçek sistemle uyumlu olduğunu göstermiştir. Model üzerinde yapılan simulasyon, gerçek sistemdeki projelerin zaman içinde ilerlemeleri, termin baskıları ve kullanılan bütçeler neticesi ortaya çıkan etkileşimleri açıklamıştır. Model, proje portföylerinin performansını iyileştirmek için muhtelif işletme politikalarının incelenmesinde kullanılmıştır. Proje portföylerinde büyük bir projenin küçük bir projenin ilerlemesini istenmeyen sebeplerle engellediği durumların üstesinden gelmek için iki yönetim politikası önerilmiştir. İlk politikada küçük proje belli bir büyüklüğün altında tutulmuştur. İkinci politikada ise küçük projeye ayrılan insan kaynağı sürekli olarak belli bir minimum seviyenin üzerinde tutulmuştur. Her iki politikanın da belirtilen problemin çözümünde yardımcı olduğu gözlenmiştir. Geliştirilen modelin proje portföy yöneticileri, organizasyonel kaynak yöneticileri ve proje yöneticileri tarafından portföy seçiminde belirlenen önceliklerin ve algılanan önceliklerin zaman içerisinde projelerin ilerlemesini nasıl etkileyeceğini öngörmekte kullanmaları hedeflenmektedir. A SYSTEM DYNAMICS APPROACH TO PROJECT PORTFOLIO MANAGEMENT A dynamic simulation model of a portfolio project system was built using the system dynamics methodology. The model was based on a project portfolio management process model developed by the extension of existing models. Verification and validation tests performed on the model developed indicated that model is consistent with real life observations, given the simplifying assumptions made. Simulations described the real life behaviour generated by the interaction of individual project progress, schedule pressure, and budget usage under scarce human resources. The model was applied to the investigation of policies for improved project portfolio performance. Two policies were recommended for solving the problem of a major project preventing the progress of a small one unjustifiably. The first policy keeps the size of the small project below a critical value. The second policy sets a minimum limit on the workforce assigned to the small project. Each of the policies helped to solve the problem mentioned above on the model. The model developed should help portfolio managers as well as resource managers and individual project managers understand how project priorities would effect the progress of projects over time and how perceived resource allocation priorities could change while projects progress. Equipped with this understanding managers are expected to systematically evaluate their prioritization alternatives within the portfolio of interest. September, 2004İsmail Cüneyd GÜLÜT
