Uluslararası göç ve iklim değişikliği : rejim kompleksi yaklaşımı çerçevesinde bir değerlendirme

Abstract

Göç süreci çok nedensel bir olgudur. Göçe neden olan bir çok itici ve çekici faktör vardır. İklim değişikliğinin günümüzde etkileri oldukça tartışılmaktadır. İklim değişikliği nedeniyle oluşan olumsuz etkiler insanları hareket etmeye zorlamaktadır. Her iki olgu da ulusal seviyede tutulamayacak kadar küreseldir.Küreselleşmenin etkisiyle iki uluslararası rejim arasındaki etkileşim göz ardı edilmemelidir. İklim değişikliğinin insan hareketine neden olduğu tartışmaları göç rejimi içerisinde değerlendirilmeye başlamıştır. Buna paralel olarak iklim değişikliği rejimi içerisinde iklimsel değişikliklerin insan hareketine neden olduğu tartışılmaktadır. Böylece iki farklı rejimin aynı konuda görüş bildirmesi ve aynı konuya yoğunlaşması ile bir rejim kompleksi oluşmaya başlamıştır. Bu çalışmada uluslararası göç ve iklim değişikliği politikalarının birbiriyle etkileşimi incelenerek rejim komplesi yaklaşımı perspektifinden açıklanmaya çalışılmıştır. İki olgunun birbirinden bağımsız olmadığı araştırmalar sonucunda ortaya konmaya çalışılmıştır.

There are many causes of migration. Also there are several pull and push factors of migration. Effects of climate change are discussed. Hazards due to climate change force people to move. Migration and climate change are both global issues that cannot effectively be addressed by the national policies alone.This study aims at explaining the relationship between international migration and climate change policies from a regime complex perspective. Interaction between climate change and migration regimes should be not ignored with effects of globalization. The debates that climate change causes human movement have started to be evaluated within the migration regime. In parallel, it is argued that climatic changes within the climate change regime cause human movement. Thus, when two different regimes expressed their views on the same subject and concentrated on the same subject, a regime complex began to form. In this study, the interaction of international migration and climate change policies is examined and explained from the perspective of regime complex approach. It was tried to prove that the two cases were not independent from each other. The study argues that these two international issues are interrelated.
