İlköğretim denetmenlerinin insan ilişkilerine yönelik davranış biçimlerinin sınıf öğretmenlerince algılanması

Abstract

Bu araştırma, ilköğretim denetmenlerinin insan ilişkileri yeterliklerinin, sınıf öğretmenleri tarafından hangi düzeyde algılandığını belirlemek ve gerekli çözüm önerileri geliştirmek amacıyla yapılmıştır. Çalışmada, ilköğretim okullarını denetleme değerlendirme ve rehberlik amacıyla ziyaret eden ilköğretim denetmenlerinin, denetim sürecinde öğretmenlerle kurdukları iletişimde, insan ilişkilerine ne kadar önem verdikleri ve davranışlarıyla bunu ne kadar gösterdiklerine dair sınıf öğretmenlerinin görüşleri ile ilköğretimde denetim, ilkeleri, tarihçesi, denetimde insan ilişkileri ve öğretmenlik mesleği konularındaki bilgiler sunulmaya çalışılmıştır. Araştırmada tarama modeli kullanılmıştır. Araştırma anketleri İstanbul Büyükşehir Belediyesi sınırları içindeki ilköğretim okullarından 46 tanesinde random (şans) usulü seçilmiş sınıf öğretmenlerine uygulanmıştır. Anketler toplam 552 kişiye uygulanmıştır. Her anket formu dört bölümden oluşmaktadır. Birinci bölümde kişisel bilgiler ve bağımsız sorular, ikinci, üçüncü ve dördüncü bölümlerde bağımlı sorular yer almaktadır. Anket formunda toplam 52 soru bulunmaktadır. Sınıf öğretmenlerinin, denetmenlerin insan ilişkileri bağlamındaki davranışlarına yönelik görüşleri arasındaki farklılıklar; cinsiyet, yaş, kıdem, MEB Hizmet içi programlarına katılma, görev yeri değiştirme sayısı, ödül ve ceza durumları değişkenlerine göre karşılaştırılmıştır. Bu çalışma yedi bölümden oluşmaktadır. Bunlar; giriş, Kuramsal çerçeve ile ilgili araştırmalar, yöntemi, bulgular, sonuçlar, tartışmalar ve önerilerdir. Elde edilen verilerin istatistiki çözümlemelerinde p.05 düzeyinde anlamlı bulunan sonuçlar tablolarla gösterilmiş ve değerlendirilmiştir. Anlamlı bir farklılık göstermeyen gruplar araştırma dışı bırakılmıştır. Araştırma sonucunda ilköğretim denetmenlerinin insan ilişkileri bakımından eksiklikleri, olumsuz tutum ve davranışları ortaya çıkarmıştır. Bu sonuç bizi, ilköğretim denetmenlerinin insan ilişkileri yeterlikleri bakımından eksikliklerinin, olumsuz tutum ve davranışlarının bulunduğu noktasına getirmiştir. Araştırmanın denetmenlere bazı önerileri şunlardır: Öğretmenlere demokratik bir hava içinde saygıyla, onuru rencide etmeden, olumlu eleştiriler yönelterek, morallerini yükseltici bir tutum gösterin. This research was made to determine in what level the primary education inspectors' adeguacies of human relations were perceived by the teachers of primary school, as well as, to offer necessary proposals. In the study it was tried to explain how much importance the primary education inspectors' who visit the primary schools for the aim of inspecting, valuation and guidance attach to the human relation at the communication they made with the teachers in the period of inspection, as well as, to explain the opinions of the teachers of primary school about how the inspectors' show it with their behaviours, likewise, the information about the inspection principles, it's short history, human relations in inspection and the probation of teaching was explained. Scanning method was used in the research. The research questionneaires were applied to the teachers of primary schools who were chosen from forty-six primary schools with the manner of random in the metropolice municipality. The questionnaires were applied to five hundred and fifty two persons in total. Each questionnaire from consists of four parts. There are personal information and independent questions in the first part. In the second, third and fourth parts there are dependent questions. Fifty to somata exist in the questionnaire form in total. The difference among the thoughts of the teachers of primary school inspectors' behaviours from the human relation point of view were compared with sexuality, age seniority, attendance on the programme inside of ministry of education the number of changing of service place, the situation of award end punishment. The study consists of seven parts. These are introduction, the researches about the oretical frames, the method, the findins and the conclusions that are thought as meaningful at the level of p.05 in the statistics analysis of the data in hand are shown and turned to account with the tableaus. The groups, which didn't show meaninful differences, were left out of the research. At the end of the research the primary education inspectors' from the point of adequacies of human relations brought to light. This conclusion took as to the view that the primary education inspectors' are inadequate from the point of adequacy of human relations, as well as, they have negative attitudes and behaviours. Those are some offers of the research to the primary education inspectors': üApproach to the teachers in a democratic manner without hurting them with positive criticism acting with an attitude which raises their morals, Give them opportunities to criticize the inspection.
