Abstract
İslam’ın Avrupa siyasetindeki yeri ve etkisi yeni bir olgu değildir. Buna karşın son dönemlerde yaşanan terör saldırıları, savaş mağdurlarının ülkelerinden kaçıp Avrupa’ya sığınma talepleri ve hâlihazırda Avrupa’da yaşayan Müslüman nüfusun görünürlüğünün artması Avrupa siyasetinde İslam’dan sıkça söz edilmesine neden olmuştur. Öte yandan, 1960'lara ve 1970'lere kadar, Müslümanların Avrupa’daki varlığının geçici olduğu düşüncesiyle Avrupa ile entegrasyonlarını sağlayacak herhangi bir yenilik veya düzenleme öngörülmemiştir. Dahası Avrupa’daki Müslümanlar İslamofobik söylemler ile ötekileştirilmiştir. Avrupa’da Müslüman nüfusun artması onlara yönelik entegrasyon sorunlarını da beraberinde getirmiştir. Avrupa ülkeleri Müslümanların entegrasyonlarını sağlamak için Avrupa değerlerine uygun, laik, demokratik bir Avrupa İslamı oluşturmaya çalışmaktadır. 2015 İslam Yasası ile birlikte Avusturya’daki İslam algısı da değişim içerisindedir. Söz konusu yasa Avusturya İslamı algısı oluştururken, Avusturyalı Müslümanların entegrasyonlarını zorlaştırmaktadır. Çalışmanın amacı İslam’ın teolojik vurgusunun dışında Avrupa siyasetinde hangi şekilde yer bulduğunun ve hangi aşamalarda dönüşüm ve değişime tabi olduğunun açıklanmaya çalışılmasıdır.
The place and influence of Islam in European politics are not a new phenomenon. However, the recent terrorist attacks, victims of war which are escaping from their countries and demanding asylum in Europe, increased the visibility of the Muslim population which are already living in Europe and this has led to frequent mention of Islam in the European politics. On the other hand, until 1960s and 1970s any innovation or regulation that would enable the integration of Muslims in Europe was not predicted because of the assumption that their presence in Europe is temporary. Moreover, Muslims in Europe have been othered by the Islamophobic approaches.The increase of Muslim population in Europe has brought integration problems with them. European countries try to create secular democratic European Islam compatible with the European values in order to ensure integration of Muslims. With the Islam Law of 2015, the perception of Islam in Austria has changed. This law creates the perception of Austrian Islam, while it makes the integration of Austrian Muslims more difficult. The aim of the study is to explain how Islam has found a place in European politics apart from its theological emphasis and at what stages it is subject to transformation and change.
