Pertevniyal Valide Sultan vakıflarının sosyal ve ekonomik yönleri

Abstract

PERTEVNİYAL VALİDE SULTAN VAKIFLARININ SOSYAL VE EKONOMİK YÖNLERİ Vakıflar halkın birliğini ve Osmanlı toplumunun gücünü yansıtan muazzam bir yapıya sahip kurumlar olmuşlardır. Osmanlı Devleti’nin sosyal ve ekonomik gücüne pozitif yönde katkı sağlayan aynı zamanda Osmanlı mali sistemi içerisinde önemli bir konumu bulunan kurumsal bir kimliğe sahip vakıflar sayesinde toplumun yararına olan işlemler yürütülmüştür. Valide Sultanlar, kamu hizmetlerinin büyük bir kısmının insanlara ulaştırılmasına katkı sağlayan vakıfların kurucuları arasında yer almışlardır. Vakıf kurucusu Valide Sultanlar içerisinde Pertevniyal Valide Sultan, 19. y.y. sonlarında vakıf eserlerinin ihtişamı ve fazlalığı, halkın sosyal refahını sağlayacak konulara olan hassasiyeti ile dikkat çekmişti. Bu çalışmada Pertevniyal Valide Sultan’ın vakfiyelerinden yola çıkılarak vakıf eserleri ışığında sosyal ve ekonomik yönlerini ortaya koymaya amaçlamaktadır. Vakıflar kendi aracılıkları ile oluşturulan ve yönetilen kurumların iktisadi özellikleri, kamu yararına uygulanan politikalar, kuruldukları çevrede oluşturdukları etkiler ile sosyal ve ekonomik fonksiyonlarını göstermişlerdir. Bu bağlamda vakıf kurumundan bahsedilerek Pertevniyal Valide Sultan’ın vakfiyeleri ve vakıf eserleri vakıf defterlerinde yer alan bilgiler göstergesinde incelenmiştir. Vakıf defterlerinden elde edilen bilgiler ışığında Pertevniyal Valide Sultan’ın sahip olduğu kaynakların miktarı ve yürütülen faaliyetleri hakkında tespitler yapılmıştır. Vakıf kayıtlarının kronolojik olarak incelenmesi aralarındaki farklılıkların veya benzerliklerin saptanmasını sağlamıştır. Vakıf hizmetlerinin bayındırlık, mali, mimari, hayırseverlik gibi hedef ve faaliyetlerinin tamamı bir bütün olarak ele alındığında Osmanlı Devleti’nin sosyal ve ekonomik yaşamı hakkında çok önemli bilgiler verdiğini göstermek amaçlanmaktadır. Through the waqfs which contributed positively to the social and economic power of the Ottoman State and which had an important position within the Ottoman financial system, helpful works were carried out for the society. sultanas were among the founders of these waqfs contributing to the delivery of a large part of public services to people. Among them, Pertevniyal Sultana took attention to the magnificence and the amount of works of her waqfs and her sensitivity to the issues about social welfare of the society at the end of the 19th century. In this study, it has been aimed to reveal social and economic aspects of the Pertevniyal Sultana Waqfs on the basis of charters and the works of her waqfs. Waqfs have showed their social and economic functions by way of how effected the environment they established in, the economic feature and the policies for public benefit of the institutions constituted and run by them. In this context, charters and the works of the waqfs have been examined in accordance with the information contained in the waqf boks. And also general information about waqfs have been given in the study. In the light of the information obtained from these books, determinations were made about the amount of resources owned by Pertevniyal Sultana and the services carried out by her waqfs. The chronological examination of the waqf records provided to identify differences or similarities between them. In the study, it is also aimed to show that when all the services and activities of the waqfs such as public works, finance, architecture, philanthropy are taken as a whole, they give very important information about the social and economic life of the Ottoman State.
