Abstract
Tezin amacı; terörizmle ilgili temel kavramları ortaya koymak; israil’in bakıs açısıyla tarihi, sosyal, siyasi, dini ve askeri etmenlerin etkisiyle sekillenen israil’in terörizm algısını belirlemek; israil ve Filistin terör örgütleri odaklı yaklasımla israil’deki terör ortamını ve israil’e karsı terör tehtidini ele almak; israil’in kurumsal mücadele mekanizmasını ortaya koymak; israil’in terörle mücadelesinin yasal boyutları tanımlamak; intifada sürecini israil’in terörizm algısında zirve kabul ederek intifadanın israil üzerindeki sosyal ve siyasal etkilerini incelemek; intifada döneminde terör algısının güvenlik politikalarına ve hükümet programlarına olan etkilerini ele almak; israil’in olagandısı terörle mücadele yöntemleri üzerinde durmaktır. Bu amaç dogrultusunda yapılan çalısma da; israil günümüzde yasadıgı güvenlik algısında Filistin terörünü stratejik boyutta olmasa da çok önemli bir tehdit farzettigi, Filistin terörünün israil’in yasamsal dinamikleri üzerinde etkili oldugu, Filistin halkının tamamını israil karsıtı duygular besleyen ve Yahudi toplumundan izole edilmesi gerek bir toplum olarak gördügü sonucuna varılmıstır.
The goal of the dissertation is; to expose the basic concepts pertaining to terrorism; to determine, from Israel’s point of view, Israel’s terrorism perception formed under effects of historical, social, political, religious and military factors; to tackle terror atmosphere in Israel and terrorism threat against Israel with Israeli and Palestinian terrorist organizations-oriented approach; to expose Israeli counter-terrorism institutions; to describe the legitimate dimensions of Israeli counter-terrorism; to examine, considerating intifada period as peak of terrorism perception for Israel, intifada’s social and political effects over Israel; to tackle the effects of terrorism perception during intifada period over Israeli security policies and governments schedules; to point out Israel’s extraordinary counter-terrorism measures. In the study carried out in line with this goal; it is concluded in the study that Israel has assumed Palestinian terrorism as a very crucial threat although Israel has not seen it at strategic level and that Palestinian terrorism is effective over Israel’s vital dynamics and that Palestinian people is totally considered by Israel as a public that fosters feelings against Israel and that should be isolated from Jewish population.
