38 numaralı atik şikayet defteri (1114-1115 / 1703)

Abstract

Osmanlı Devleti’nde 17. yüzyıldan itibaren Mühimme defterleri içerisinden ayrılarak ortaya çıkan Şikâyet defterleri, halkın yaşadığı her türlü problem ve şikâyetin yanı sıra bu şikâyetlere getirilen hukukî çözümleri de içermesi sebebiyle toplumun sosyal ve ekonomik durumu ve devletin adalet mekanizması hakkında değerli bilgiler sunmaktadır. Bu tez çalışmasında, H.1114-1115 / M.1703 tarihine ait 38 Numaralı Atik Şikâyet Defteri’nin inceleme ve transkripsiyonu yapılmıştır. Çalışma sonucunda elde edilen bilgiler değerlendirildiğinde, bu dönemde yaşanan siyasî, askerî ve ekonomik olayların toplum yaşantısını çoğunlukla olumsuz olarak etkilediği görülmektedir.

In the Ottoman State, since the 17th century, the complaint books emerging from Mühimme Books provide valuable information about the social and economic situation of the society and the justice mechanism of the state as it contains all kinds of problems and complaints that the people have experienced as well as legal solitions to these complaints. In this work of thesis, the examination and transcription of old complaint book number 38 which belongs to H. 1114-1115 / G. 1703 were made When the information concluded from the thesis study is evaluated, it is seen that the political, military and the economic issues taken place in that period effected puplic life mostly in a negative way.
