Publication: 2000’li yıllarda Afganistan'ın dış ticaret stratejisi
Abstract
Bu araştırmada Afganistan’ın 2000 yıllarındaki dış ticaret stratejisi incelenmeye çalışılmıştır. Bu amaçla birkaç kriter kullanılarak Afganistan’ın dış ticaret performansı, çalışmaları ve politikaları incelenmiş ve bu stratejiler sınıflandırılarak gelecekte daha iyi bir planlama yapılması için zemin oluşturulmaya çalışılmıştır. Bu çalışmanın sonuçları geçmiş 15 yıllık dönemde Afganistan’ın Net İhracat Geliştirme Stratejisi ve daha sonra Korumalı İhracat Geliştirme stratejisini kullandığını göstermektedir. Afganistan 2003-2011 yılları arasında, serbest ithalat politikası uygulamış ve aynı zamanda ihracatı teşvik etmiştir. 2012-2017 yılları arasında, Afganistan bebek sanayisinin korunmasına ve ihracatın teşvik edilmesi ve artmasına odaklanmıştır. Aslında iç piyasada yerli fırmalar üretim için koruma altında alınmakta ve ihracat ile global rekabete teşvik edilmektedir. Ayrıca yerli ve yabancı yatırımlar, ithalat ve ihracat bileşenleri, iktisadi kriterler ve tarifeli ve tarifesiz engeller incelendiğinde; Afganistan Devleti’nin bu stratejileri uygulamakta başarılı olmadığını göstermektedir.
In this research, the foreign trade strategy of Afghanistan in the years 2000 was examined. For this purpose, Afghanistan's foreign trade performance, practices and policies were studied by using some criteria and these strategies were classified and tried to create a basis for better planning in the future. The results of this study show that Afghanistan has opted the Net Export Development Strategy and later on the Protected Export Development Strategy over the past 15 years. Between the years 2003 and 2011 Afghanistan has implemented a free import policy, and at the same time encouraged exports. Between the years 2012-2017, Afghanistan has focused on protection of the infant industry and the promotion and increase of its exports. In the domestic market, local companies are under protection for production and they are encouraged to compete in the global market with their exports. When domestic and foreign investments, import and export components, economic criteria and barriers like tariff are examined; it shows that the Afghanistan has not been successful in implementing these strategies.
