Yerel yönetim reformunun il özel idarelerine etkileri: Kocaeli örneği

Abstract

Özet: Makalede, yerel yönetim reformunun Kocaeli İl Özel İdaresi üzerindeki etkisi üzerine yapılan araştırma sonuçları tartışılmaktadır. Araştırma kapsamında, Kocaeli İl Genel Meçlisi üyelerine bir anket uygulanmıştır. Araştırılan başlıca konuları; İl Özel idare Kanunu'nun genel değerlendirmesi, reformun il genel meclisine etkisi, kurum i-çinde organların yeni konumu, büyükşehir belediyesi sınırlarının genişletilmesinin etkisi ve Kocaeli Ili'nin gelecekteki yönetim modeli oluşturmaktadır.

Abstract: In the article, local government reform, the impact of the Kocaeli province special administration related research results are discussed. A survey has been administered to members of Kocaeli Provincial Council. Main issues, which were investigate; Law on Provincial Special Administration on general assessment, the effects of the reform of the provincial council, the new position within the organization of organs, the effect of expanding the boundaries of metropolitan municipality, the future administration model in the province of Kocaeli.
