Abstract
1952 yılından beri NATO üyesi olan Türkiye geçen süre içinde savunmasını NATO ile entegre etmiş ve NATO'ya önemli katkılarda bulunmuştur. Ancak Soğuk Savaşın sona ermesi, AB bütünleşmesinin yeni inisiyatiflerle ivme kazanması ve Avrupa'nın savunma politikasını AB üyesi ülkeleri esas alarak geliştirme çabası içine girilmesi Türkiye'nin güvenlik endişelerinin artmasına yol açmıştır. Özellikle son zamanlarda Türkiye'nin dış politikasında ilk sıraya oturan Avrupa Güvenlik ve Savunma Politikası (AGSP) alanında meydana gelen gelişmeler aslında Avrupa için pek de yeni değildir. Zira Avrupa tarihine kısaca bir göz atıldığında bugün gelinen noktanın alt yapısını oluşturan birçok gelişme rahatlıkla görülebilecektir. Bu incelemenin maksadı NATO'nun ve AGSP' nın gelişimi ve bu gelişme içinde Türkiye'nin posizyonu ve endişelerini bir bütün halinde ortaya koymak ve gelecekteki çalışmalara temel teşkil etmektir.
Turkey, which has been a member of NATO since 1952, has integrated its defense with NATO and has provided important contributions to NATO during this time period. However, the end of the Cold War, the acceleration of EU unification through new initiatives and the Europe's efforts to develop its defense policies basing on the EU member countries have increased the security concerns of Turkey. Especially, the developments in the European Security and Defence Policy (ESDP) which as become a primary aspect in Turkish foreign policy are actually not very recent for the European Union. Hence, if we make a short glance to the European history, it is very easy to notice many developments that have provided a basis for the point that is reached today. The major aim of this research is to put together the development of NATO and ESDP and the position and concerns of Turkey during this development phase as a whole.
