Abstract
ÇOK ÖLÇÜTLÜ PERFORMANS DEĞERLENDİRME TEKNİKLERİ VE TÜRKİYE’NİN EKONOMİK PERFORMANSININ AVRUPA BİRLİĞİ ÜYE ÜLKELERİ İLE KARŞILAŞTIRILMASI Organizasyonların performanslarının ölçülmesinde çok kritere dayanan yaklaşımların araştırmalarda kullanılması günümüzde yaygınlaşmıştır. Araştırmamızda, ülkelerin ekonomik performanslarının ölçülmesi için çok kritere dayanan çok ölçütlü performans ölçüm metodları kullanılmıştır. Ülkemizin ekonomik performansı Avrupa Birliği (AB) üye ve aday ülkeler ile karşılaştırılmış ve kıyaslamalı olarak ortaya konulmuştur. Ekonomik karşılaştırmada, çok ölçütlü performans değerlendirme yöntemleri olarak Çok Kriterli Karar Verme (ÇKKV) ve Veri Zarflama Analizi (VZA) yöntemleri seçilmiştir. Bahse konu yöntemler birçok kriteri aynı anda analiz etmek ve benzer organizasyonların birbirleri ile kıyaslamalı olarak performanslarını ortaya koymak açısından uygun yöntemler olarak tespit edilmiştir. Araştırmamızda ilk önce bahse konu yöntemler ile ilgili bilgiler verilmiş ve müteakiben toplam 32 ülkenin ekonomik performansı ortaya çıkartılmıştır. Ayrıca ÇKKV ve VZA yöntemlerinin aynı veriler üzerine uygulanması ile yöntemlerin ekonomik performans tespit etmekte ki metodları incelenmiştir. Yöntemlerin elde ettikleri sonuçları birbirleri ile karşılaştırılarak, benzerlikler veya farklılıklar ortaya konulmaya çalışılmıştır. MULTI CRITERIA PERFORMANCE EVALUATION METHODS AND COMPARISON OF THE ECONOMIC PERFORMANCE BETWEEN TURKEY AND THE EUROPEAN UNION MEMBERS. Researches which are based on multi criteria to measure the performance of organizations have become widespread nowadays. In our study, multi-criteria performance measurement methods were used to measure the economic performance of countries. Our country’s economic performance was compared with the European Union (EU) member states and candidate countries and it was put forth with a comparison of mentioned countries. In economic comparison, the Multi-Criteria Decision Making (MCDM) and Data Envelopment Analysis (DEA) methods were chosen as multi-criteria performance evaluation methods. The aforementioned methods have been identified as appropriate methods for analyzing a number of criteria at the same time and demonstrate their performance in comparison with similiar organizations. In our study, first information about methods was given and subsequently a total of 32 country’s economic performance was revealed. In addition, with the implementation of MCDM and DEA methods on the same data, the methods of determining the economic performance of the disciplines were examined. By comparing the results of the disciplines, it was tried to expose the similarities or differences.
