Belediyelerde çalışan memnuniyetine dair ölçek geliştirme çalışması

Abstract

Yerel yönetimlerde görev yapan çalışanların memnuniyeti ile yerel yönetimlerin yürüttüğü hizmetlerin kalitesi arasında paralel bir ilişki olduğu bilinmektedir. Ülkemizdeki en etkin yerel yönetim kuruluşu olarak gösterilen belediyelerde çalışanların memnuniyetinin sağlanmasına yönelik adımlar hem personel motivasyonunu yükseltmekte hem de sunulan hizmetlerin kalitesine olumlu etki ederek vatandaş memnuniyetini sağlamaktadır. Bu araştırma kapsamında belediye çalışanlarının memnuniyetine dair bir ölçek geliştirilmiştir. Geliştirilen ölçek ile belediyelerdeki personelin yönetici, üst yönetim, ücret, iş uyumu vb. unsurlar detaylı bir şekilde incelenmiştir. Bu süreçte, çalışan memnuniyetinin hem demografik hem de kurumsal düzeydeki etkileri araştırılmıştır. Ölçek geliştirme sürecinde, öncelikle literatür taraması ile görülen mevcut ölçekler incelenmiş, ardından soru havuzu oluşturulmuştur. Sorular beş kişiden oluşan uzman ekip tarafından değerlendirilmiştir. Bu aşamada, uzman görüşleri alınarak anketin içeriği zenginleştirilmiş ve belediye çalışanlarının özel koşullarına uygun şekle getirilmiştir. Daha sonra anket formu tasarımı, uygulama, geçerlilik analizleri ve güvenilirlik analizleri gibi istatistiksel yöntemler kullanılmış ve geçerli sonuçlara ulaşılmıştır. 7 alt ölçekten oluşan Belediyelerde Çalışan Personel Memnuniyeti ölçeği elde edilmiştir. Ölçek ile İstanbul ilindeki bir ilçe belediyesi özelinde istatistiksel analizler yapılmıştır. Ölçek uygulaması sonucunda demografik özelliklere göre çok yönlü farklılıklar gösteren sonuçlar ulaşılmıştır.

It is known that there is a parallel relationship between the satisfaction of employees working in local governments and the quality of services provided by local governments. Steps to ensure employee satisfaction in municipalities, which are shown as the most effective local government organizations in our country, both increase staff motivation and ensure citizen satisfaction by positively affecting the quality of services provided. Within the scope of this research, a scale on the satisfaction of municipal employees has been developed. With the scale developed, factors such as managers, senior management, wages, job compatibility, etc. of the personnel in municipalities were examined in detail. In this process, the effects of employee satisfaction at both demographic and organizational levels were investigated. In the scale development process, firstly, existing scales were examined through a literature review, and then a question pool was created. The questions were evaluated by a team of five experts. At this stage, the content of the questionnaire was enriched by taking expert opinions and the questionnaire was adapted to the specific conditions of municipal employees. Then, statistical methods such as questionnaire design, implementation, validity analysis and reliability analysis were used and valid results were obtained. Consisting of 7 subscales, the scale of Employee Satisfaction in Municipalities was obtained. Statistical analyses were conducted with the scale for a district municipality in Istanbul. As a result of the scale application, results showing multidimensional differences according to demographic characteristics were obtained.
