Ekonomik Krizlerde Kısa Vadeli Sermaye Hareketlerinin Rolü ve IMF'nin Kriz Yönetimi

Abstract

Dünya ekonomisinde daha çok gelişmekte olan ülkelerde, 1980’li yılların başından itibaren yaşanan pek çok finansal krizde kısa vadeli sermaye hareketlerinin etkileri belirgindir. Yaşanan krizler makroekonomik göstergelerin ve sosyal yapının bozulmasına yol açmaktadır. IMF ise hem kriz öncesi hem de kriz sonrası uygulattığı yanlış politikalarla ülkelerin makro dengelerinin daha da bozulmasına neden olmaktadır. Bu çalışmada, öncelikle uluslararası piyasalarda kısa vadeli sermaye hareketlerinin gelişimi ve IMF'nin bu gelişmedeki rolü ele alınmaktadır. Daha sonra Latin Amerika, Güney Doğu Asya'da söz konusu spekülatif sermaye hareketlerinin kriz başlatma etkisi ve IMF'nin kriz yönetimi sorgulanmıştır.Ayrıca Türkiye Kasım 2000 ve Şubat 2001 krizleri de bu açıdan değerlendirilmiştir.

The effects of short term capital flows of many financial crises of developing countries of the world economy which have appeared early 1980s is highly clear. These financial crises lead to deterioration of macroeconomic indicators as well as social structures. As for IMF, it causes the dissolution of macroeconomic equilibrium of the countries dictating its distorting policies. In this study, the development of short term financial movements on an international scale and IMF's effects on it have considered. Moreover , crises triggering effects of speculative capital movements as for Latin America and South-east Asia as well as IMF's crises management are taken into examination.After all , November 2000 and February 2001 crises of Turkish Economy have evaluated on this basis.
