Forum Dergisi ve planlama tartışmaları

Abstract

Bu çalışmada Türkiye’de 1950'li yıllar içerisinde, sermaye birikiminin sürekliliği ve gereklilikleri çerçevesinde şekillenen 'planlı kalkınma' yaklaşımının oluşumu, Forum Dergisi'nde yapılan tartışmalar üzerinden incelenmiştir. Çalışma süreklilik içerisinde değişen birikim biçimlerinde aydınların planlama pratiğine dair yaptıkları önerileri, siyasal ve ekonomik alanda yaşananlara dair geliştirdikleri refleksleri ve sürece müdahale kabiliyetlerini incelemeye yöneliktir. Çalışmanın sonunda Forum Dergisi yazarlarının, planlama yaklaşımının kapitalist sisteme içerilmesi noktasında rol oynadıkları, ayrıca dergi bünyesinde yer alan planlama tartışmalarının 1960 sonrası yaşanan dönüşümün filizlenmesinde etkili olduğu gözlenmiştir. ‘Teknik’ yaklaşımları akılda tutulmak kaydıyla, Forum Dergisi yazarlarının sundukları önerilerin, Türkiye’de 1945 sonrası sermaye birikim süreciyle uyum içerisinde olduğu saptanmıştır.

The present thesis investigates sustainability and necessity of capital accumulation in Turkey outlining the constitution of 'planned development' approach throughout the debates on Forum Journal during 50's. The study is orientated to research the suggestions of the intellectuals regarding the practice of planning in terms of varying accumulation forms within the sustainability, the reflexes to proceedings of the political and economicalfield and the capability to intervene the process. Authors of the Forum Journal observed to participate in incorporation of the planning approach to capitalist system as well as the discussions laid down on the journals’ content about the planning, seems to have influence on evolution that come up after 60’s. Keeping in mind the ‘technical’ approaches, it is determined that the suggestions introduced by the authors of Forum Journal, are compatible with the capital accumulation process in Turkey after 1945.
