Abstract
Bu araştırmada ; ilköğretim okulu yöneticilerinin öğretim liderliği davranıışlarının ne düzeyde olduğu belirlenmeye çalışılmıştır. Araştırmada tarama modeli kullanılmıştır. Araştırmanın bazı önemli sonuçları şunladır: Okul müdürünün öğretim verimliliğinin sağlanması için tüm kaynakları öğretmenin verimliliğine sunmasını, okul programına ilişkin her türlü bilgiyi öğretmenlere iletmesini, okul içinde kendine rahatça erişilebilmesini, öğretim etkinliklerinin uygulanmasında öğretmen- öğrenci işbirliğinin sağlanmasını, öğretmenleri birbirinin sınıflarında gözlemler yapması doğrultusunda teşvik etmesini erkek öğretmenler bayan öğretmenlere göre daha yüksek düzeyde bulmaktadır. İkinci kademe öğretmenleri okul müdürünün çatışmaları yönetmesini, okuluna sahip olup,önemseyip korumasını,öğretmen ve öğrencilerin gerçek bir ilgi ve anlayış göstermesini, öğretmenlere fikirlerinin neden kabul edilmediğini söylemesini birinci kademe öğretmenlerine göre daha olumlu bulmaktadır. 10 yıl ve üzeri çalışan öğretmenler diğer öğretmenlere göre okul müdürünün öğretmen ve öğrencilere gerçek bir ilgi ve anlayış göstermesini, okulu ile gurur duyduğunu ifade etmesini, kendi görüşlerinin astlarına iletme yeteneğine ve isteğine sahip olmasını daha olumlu görmektedirler. Okul müdürünün sorun çözme tekniklerini bilme ve uygulamasını, sözlü ve yazılı iletişimde tutarlılık göstermesini, öğretmenler arasında ayırım yapmamasını, öğretmenlerin duygu düşünce ve gereksinimlerine önem vermesini, sorularla sorunlarla ve tartışmalarla hemen ilgilenmesini 39-45 yaş arası öğretmenler diğer yaş grubu öğretmenlere göre daha yüksek düzeyde görmektedir. Okul müdürünün öğretmenleri çağdaş öğretim yöntemlerini öğrenmeleri ve uygulamaları için teşvik etmesini, hizmeiçi eğitim programlarına katılması için öğretmenleri güdülemesini sınıf öğretmenleri diğer branş öğretmenlerine göre daha olumlu bulmaktadır. Araştırmanın bazı önerileri şunlardır: Milli Eğitim Bakanlığı okul yöneticilerinin daha özerk çalışmasına olanak sağlayacak düzenlemeler yapmalı, okulların oluşturduğu temel sistemlere daha çok kaynak ayırarak gereksiz bürokratik işlemleri kaldırmalı, Milli Eğitim Müdürlüklerini bu yönde teşvik ederek okul yöneticilerinin özellikle eğitim retimi konusunda hizmetiçi eğitimlerle yetişmelerine imkan sağlamalıdır. Okul müdürleri, okul yönetmenin aslında eğitim proğramı ve öğretimi olduğunun bilincinde olarak girişken, cesur,özverili çalışarak genel yönetim ile birlikte eğitim ve öğretim konusunda sürekli olarak kendini yetiştirip geliştirirek öğretim lideri olma yolunda adım atmalıdırlar. Okul yöneticileri öğretmenleri kişisel olarak etkileyen bilgi ve becerileri ile ilgili konularda öğretmenlerin katılımını sağlamalıdır. Bu yolla kararların uygulama başarısı daha çok artacaktır.
In this investigation; it has been tried to determine the education leadership behaviors of the primary education managers. The scanning method has been used during the investigation. Some Of The Important Result Of The Investigation Are; Male teachers are requesting from the school manager, to present the whole sources to the productivity of teachers for obtaining the education productivity, to transfer the all the information related with the school program, to the teachers, to be reachable in the school, to provide the comperation between the student and the teacher during the application of the education activities, to encourage the teachers for making observations in their classes, with a higher leveled demand than the female teachers. Directing the studies, laying claim to his school, protecting it by paying attention for it, showing his real intrest and insight to the teachers and the students, saying to the teacher why their ideas didn't accepted, by the manager of the school is founded more positively by the second degree teachers than the first degree ones. Showing the real interest and the insight to the teachers and the students, expressing that he is proud of the school, having a ability of canalising his ideas to his subordinates and having a demand such as this, by the school manager is founded more positively by the teachers who are warking since ten year or more than the others. Applicating and knowing the problem solving technics, showing the consistency during the verbal and written communication, not making any discrimination between the teachers, giving the importancy to the teacher's emotion, idea and requiremens, dealing with the problems and the discussions immediately, by the school manager, is seen positively with a higher level by the teachers who are the 39-45 years old, than the others. Encouraging the teachers to learn the modern Education methods and to applicate them, motivating them to join in to the inner service education program, by the school manager is founded more positively by the class teachers than the branched teachers. Some Suggestions Of The Investigation Are; Ministry of National Education, shall make the arrangement which provide the school administrators work more autonomously , shall separate more sources to the basic systems which are formed by the schools and shall remove the needless bureaucratic procedures, shall provide to educate the school administrators especially, on the subject of education program and its educations, by the help of the interior education courses, by encouraging the National Education Managements. The School Managers have to follow the method of being the education leader, by being concious of infact the managing a school is the education program and its education, by working pushfully, courageously, self sacrificingly, by improving and training their selves continously on the subject of training and education together with the general management. School adminstrators shall provide the participation of the teachers due to the subjects related with their acknowledgements, and abilities which are effected them personally. In this way, application success of the decisions are going to be increased.
