Abstract
ÖZETKüreselleşme ile birlikte dünyada teknoloji kullanımı hız kazanmıştır.Teknoloji, ülkelerin kalkınmasında ve gelişmesindeki en önemli hususlardan biridir.Teknoloji üretemeyen ülkeler, teknolojiyi transfer etmek zorunda kalmaktadırlar.Gelişmekte olan ülkeler (GOÜ) dünya ticaretinde yer almak, kalkınma vegelişme kaydedebilmek adına teknoloji transfer etmektedirler. GOÜ’lerin yeniteknolojilerin transferinde karşılaştıkları sorunlar bu ülkeleri, teknoloji bağımlılığınasevk etmektedir. GOÜ’lerin teknoloji transferinde karşılaştığı sorunlara çözümbulabilmesi için transfere konu olan teknolojiyi taklit yoluyla ülkeye kazandırması,yerel yeteneklerini geliştirmesi ve sürdürülebilir kalkınma planları belirlemesigerekmektedir.Bu çalışmanın amacı GOÜ’lerin yeni teknolojilerin transferinde karşılaştıklarısorunları belirlemek ve bu sorunların çözümüne yönelik stratejiler geliştirmektir. Ayrıcabu çalışmada temel olarak GOÜ’lerden olan Türkiye’nin yeni teknolojilerden;biyoteknolojinin teknoloji transferi sorunu ele alınmakta ve Türkiye’deki süreciincelenmektedir. Geliştirilen stratejiler ile GOÜ’lerin teknoloji transfer bağımlılığınıazaltarak yerel yeteneklerinin geliştirilmesi ve teknolojinin ülke içine kazandırılmasınısağlamak amaçlanmaktadır.Bu çalışmanın sonucunda GOÜ’lerin teknoloji transferinde karşılaştıkları sorunlaraçözüm bulabilmesi için araştırmacı ve laboratuvar sayısının arttırılması, eğitimmüfredatına yeni teknolojilerin eklenmesi, yasal mevzuatın yeniden düzenlenmesi,aktör işbirliklerinin sağlanması, AR-GE’deki GSMH’nin arttırılması, fiyatkontrollerinin yeniden düzenlenmesi, teşviklerin arttırılması ve transfer edilenteknolojinin taklit yoluyla ülkeye kazandırılması ve bu hususları göz önündebulundurarak sürdürülebilir kalkınma planları hazırlanması gerekmektedir.
ABSTRACTTogether with globalization the use of technology has accelerated in the world.Technology is one of the most important issues in the progress and development ofcountries. Countries that do not produce technology have to transfer technology.Developing countries (DC) transfer technology in order to take part in worldtrade and to progress and development. The problems that DC face in the transfer ofnew technologies lead these countries to dependence on technology. To find a solutionfor these problems they have faced while transferring the technology DC need to bringthe technology to country through imitations and identify sustaniable developmentplans.The aim of this study is to identify the problems faced by the DC, in thetransfer of new technologies and to develop strategies to solve these problems. Also inthis studyit is basically addressed the problem of biotechnology one of the newtechnology, transfer of technology of Turkey which is also a developing country and itis examined the process in Turkey. With the developed strategies, it is aimed to reducetechnology dependence of DC to improve local capabilities and to bring technology intothe country.As a result of this study in order to find solutions to the problems faced by thedeveloping countries in the transfer of technology, increasing the number of researchersand laboratories, adding new technologies to the education curriculum, to reorganize ofthe legal framework, ensuring the cooperation of the actors, increasing the GDP inR-D, reorganizing the price controls, to increase incentives and to bring the technologyto country through imitation and takinging to account the seissues need to preparesustainable development plans.
