Abstract
Otopark Hizmetleri, Belediye İktisadi Teşebbüsleri, İSPARK, Ulaşım, Türkiye ÖZET KAMUSAL BİR MAL OLARAK KENTİÇİ OTOPARK ALANLARI Otopark hizmetleri, kentiçi ulaşımın aksamadan sağlanması açısından en önemli faktörlerden biridir. Sürücüler seyahatlerinin sonunda taşıtlarını park etmek zorundadır ve taşıtların pek çoğu günün önemli bir kısmını park halinde geçirmektedir. Bununla birlikte sürücülerin taşıtlarını uygunsuz şekilde park etmeleri veya otopark yeri aramaları trafik akış hızını olumsuz etkilemektedir. Otopark alanlarının ve otopark yeri aramak için yapılan seyahatlerin ekosisteme olan etkileri de unutulmamalıdır. Bu sebeplerden dolayı otopark hizmetlerinin etkin şekilde sunulması şehir yaşamı ve çevre açısından önemli hale gelmektedir. Dünyada ve Türkiye’de yerel yönetimlerin üstlenmiş olduğu otopark hizmetleri, kentlerde yaşanan nüfus ve taşıt miktarlarındaki dramatik artışlar nedeniyle günden güne zorlaşmaktadır. Yerel yönetimler otopark hizmetlerinin sunumunda hem ekonomik hem de organizasyonel açıdan çeşitli sorunlarla karşılaşmaktadır. Bu nedenle yerel yönetimler otopark hizmetlerinin sunumunda alternatif çözümler aramaktadır. Çalışma kapsamında öncelikle otopark hizmetleri kamusal mal olma özellikleri açısından ele alınmıştır. Akabinde yerel yönetimleri alternatif hizmet sunumuna yönelten nedenler incelenmiş ve çeşitli ülkelerde otopark hizmetlerinin sunumunda kullanılan alternatif yöntemler örneklendirilmiştir. Çalışmanın son bölümünde Türkiye’de otopark hizmetlerinin hukuki durumu üzerinde durulmuştur. İstanbul’da otopark hizmetlerinin sunumunda alternatif bir model olarak kullanılan ve İstanbul Büyükşehir Belediye’sinin teşebbüsü olan İSPARK örneği incelenmiştir. Son olarak İstanbul ili içerisinde kentiçi otopark hizmetlerinin alternatif sunum yöntemlerinin sürücülerin park etme tercihleri ve tutumları üzerine etkisini tespit etmek amacıyla yapılan anket çalışmasının sonuçlarına yer verilmiştir. URBAN PARKING AREAS AS A PUBLIC GOOD Parking services are one of the most important factors that provide inner city transportation without any malfunction. Drivers have to park their cars at the end of driving, and the vehicles stay in parking position for most of the time. However, traffic jam happens when drivers park their cars in an unsuitable way or when they look for a parking place for a long time. Parking areas and the effort to look for a parking place also have important effects on the ecosystem. Because of these, the supply of parking services in an efficient way becomes important for both the city life and the environment. The supply of parking services undertaken by local authorities in the World and also in Turkiye is becoming increasingly difficult because of the increase in population and number of vehicles. Local authorities are facing economic and organizational problems in providing the parking services. Therefore, these authorities are in a search for alternative solutions to the supply of parking services. These services are first taken as a common good in this study. Then, the factors which oblige the local authorities to supply the service in alternative ways are analyzed, and different alternative supply regimes of sample countries are shown. The legal stuation of parking services in Turkiye is analyzed in last chapter. The ISPARK model used in Istanbul as an Economic Enterprise of Istanbul Metropolitan Municipality, is also analyzed as an alternative model. Lastly, results of the questionnaire on the effects of alternative parking supply methods on drivers’ parking preferances and behaviors in Istanbul are examined.
