Abstract
Yoksulluk, yoksullukla mücadele, mikro kredi, mikro finansman. ÖZET YOKSULLUKLA MÜCADELEDE MİKRO KREDİNİN TÜRKİYE UYGULAMASININ EKONOMİK AÇIDAN DEĞERLENDİRİLMESİ Yoksulluk ve gelir dağılımındaki adaletsizlik neoliberal politikaların da etkisiyle tüm dünyada hızla artmış ve artmaya devam etmektedir. Bu nedenle yoksullukla mücadeleyi tüm dünya devletlerinin yanında birçok uluslararası finans ve yardım kuruluşları da kısa ve uzun vadeli plan ve programlarına dâhil etmek zorunda kalmaktadırlar. Yoksullukla mücadele yöntemlerinden biri de yaklaşık 35 yıldır uygulanan mikro kredi sistemidir. Bu sistem Türkiye’de de yaklaşık 10 yıldır uygulanmakta ve yaygınlaştırma çabaları hızla artmaktadır. Mikro kredi uygulamalarının özellikle kadın yoksulluğunu azaltmada etkili olduğu yapılan araştırmalarla ortaya çıkmaktadır. Bu sebeple mikro kredi sistemi yoksullukla mücadeleyi amaç edinen tüm devletlerin ilgisini çekmekte ve bugün 112 ülkede uygulama alanı bulmaktadır. Bir iş yapma fikrini yeterli sermayesi olmadığı için hayata geçiremeyen girişimci yoksullara mikro kredi ile maddi destek sağlanması onların ekonomik hayatın içine girmesine ve pasiflikten kurtulup aktif hale geçmesine neden olmaktadır. Bu da mikro kredi sisteminin ekonomiye sağladığı en büyük faydadır. Poverty, eradication of poverty, micro-credit, micro-financing.
AN ECONOMIC EVALUATION OF THE MICROCREDIT PRACTICES IN TURKEY FOR THE ERADICATION OF POVERTY The poverty and unfair distribution of income spread all around the world with the effects of neoliberal policies. The poverty is going to increase with the current situation. Thus international finance and aid organizations have to keep the alleviating poverty issues in their mid and long term schedules as the countries did before. One of the alleviating poverty method is micro credit system. This system has been used for approximately 35 years in the world and 10 years in Turkey. It has been confirmed by the researches that the poverty for women can be decreased via micro credit applications. That is why the micro credit system has been attractive for the governments which have struggled against poverty and 112 countries applied that system. Supporting the poor entrepreneurs who cannot implement their ideas because of the lack of capital causes them to be a part of the economical system and be active actors instead of passive consumers. For economy,this is the biggest benefit to be gained from the micro credit system.
