Abstract
Türkiye’de bir sanat kurumu oluşturma niyeti çokça kez ifade edilmiştir. Ancak bu konu, genelde ülkedeki tüm diğer “kültürel” meseleler gibi bir süre gündemde kaldıktan sonra yerini “daha önemli” konulara bırakır hale gelmiştir. Bu doğrultuda, AKP Hükümeti de Türkiye’de bir sanat kurumu oluşturma düşüncelerini zaman zaman gündeme taşımıştır. Ancak son zamanlarda, hükümet yetkilileri tarafından TÜSAK adıyla bilinen Türkiye Sanat Kurumu yasa tasarısının kısa bir süre içinde yasalaşacağı ifade edilmektedir. Bu durumda hükümet, Devlet Tiyatroları ve Devlet Opera ve Balesi’ni kapatacaktır. Bu hususa, özlük haklarını korumak ve özgürce sanat icra etmek için başta devlet sanatçıları olmak üzere tüm sanat emekçileri tepki vermektedirler. Bu çalışmada, yasa tasarısına itirazların birleştiği noktalar saptanarak, yasalaşması halinde ülkedeki kültür ve sanat yaratım ortamına olası etkileri tartışılacaktır.
The intention to create an art institution was expressed a lot of times in Turkey. However, after being on the agenda for a while, this topic like all other “cultural” issues in the country was replaced by “more important” topics. In this context, the AKP (Justice and Development Party) government also, revives the idea of establishing an art institution in Turkey from time to time. But recently, it has been anounced by government officials that the draft law known as TÜSAK (Turkish Art Council) will be passed into law soon. In this case, the government will close the State Theatre and the State Opera and Ballet directorates. So, all art laborers, especially the state artists are reacting against the law to protect their employee rights and their freedom to perform. In this study, the junction points of objection to the draft law will be determined and the possible effects of the legislation of the draft law to the cultural and artistic environment in Turkey will be discussed.
