Abstract
CUMHURİYET DÖNEMİNDE “İSTANBUL HALİ” Türkiye 43 milyon tonluk sebze ve meyve üretimi ile dünyada Çin, Hindistan ve ABD’den sonra dördüncü sırada yer almaktadır. Taze meyve sebze üretimindeki miktarın önemli bir bölümü ülke içinde tüketilmekte bir bölümü de ihraç edilmektedir. Ülkemizdeki sebze ve meyve üretim bölgelerinde yetişen ürünler, satışa konu olmaları bakımından toptancı hallerinde değerlendirilirler. Toptancı Halleri yirmi dört saat esasına göre çalışılan yoğun tempolu meslek dallarından biridir. Ticarete konu olan taze sebze ve meyvelerin kısa süre içinde bozulabilir olması, hallere nakliyatının, hallerde işlem görmesinin ve son tüketiciye ulaşacak mekanlara aktarılmasının seri ve hızlı bir şekilde yapılmasını gerekli kılmaktadır. Ülkemizdeki sebze ve meyve ticareti, Gümrük ve Ticaret Bakanlığına bağlı İç Ticaret Genel Müdürlüğü ve Bakanlık taşra teşkilatıyla birlikte il ve ilçe belediyelerinin koordinasyonu ile yürütülmektedir. 15-20 milyon civarına yaklaşan nüfusu ile ülkemizin ve dünyanın önemli metropollerinden birisi olan İstanbul’daki sebze ve meyve ticareti İstanbul Büyükşehir Belediyesi’nin kontrolünde yürütülmektedir. Bu kuruma bağlı olarak faaliyet gösteren Hal Müdürlüğü, hem haller içinde hem de haller dışında gerçekleşen toptan sebze ve meyve ticaretinin kontrol, denetim ve organizasyonunu sağlamakla yetkilidir. Müdürlük kendisine misyon olarak yaş meyve ve sebze ticaretinin kalite, standart ve sağlık kurallarına uygun olarak serbest rekabet sistemi içerisinde yapılmasını sağlamak, meyve sebze ticaretinin esas ayakları olan üretici, tüketici ve satıcıların çıkarlarını dengeli ve eşit şekilde korumak ve İstanbul’daki toptancı hallerini modern ve çağdaş bir alt yapı sistemine kavuşturmak olarak belirlemiştir.
THE ISTANBUL WHOLESALE FOOD MARKET IN THE REPUBLICAN PERIOD Turkiye is standing on the forth line with its 43 millon tons of vegetables and fruit producing after China, India and U.S.A The most part of fresh vegetable and fruit production is consumed inside of the country and some is to be exported. All of the productions which are coming from the vegetable and fruit production areas of our country are appraised at the wholesale marketplaces to be sold. The Wholesale Marketplaces is a market which works very hard and in a rush on 24 hours a day basis. It is necessary that the vegetables and fruit must be tranported to the wholsale market places, treated and packed in the market, transporting to the places where they will be sold to the last consumer in a short time as these products can be spoilt very quickly. Making trading vegetables and fruit in our country, organized by General Directorate of Domestic Trade which is under Customs and Trade Ministry and its provinces coordinating by municipality. The vegetable and fruit trading in Istanbul, which has around 15-20 Million population, organizated under the control of The Metropolitan Municipality of Istanbul City. The Directorate Of The Wholsale Market Place which is working under The Metropolitan Municipality of Istanbul City, is authorized control, inspection and organize all the vegetable and fruit trade which is being inside of The Wholsale Market Place or out side of it. The directorship designates a mission to its self that, to direct the fresh vegetables and fruit trade to be made in a free competition system and in a good quality standarts and appropriating health rules, considering the main steps of this trade, the producer, the cunsomers and the sellers, to protect all of their rights equivalently and obtain a modern infrastructure to the wholesale market places.
