Abstract
Geçmişten günümüze ülkelerin birbirlerine karşı üstünlük kurabilmek için kullandıkları birçok farklı güç unsuru bulunmaktadır. Son yıllarda bu güç unsurlarından biri ise mülteciler olmuştur. Teknolojinin gelişimi ile uluslararası ulaşımın kolaylaşması mültecilerin bir güç olarak kullanımına neden olmuştur. Bu tez çalışmasında ülkelerin mültecileri neden ve nasıl bir “güç” olarak kullandığı açıklanmaya çalışmıştır. Çalışmanın kapsamında ise; göç, mülteci, geçici koruma statüsü, geri kabul antlaşmaları, güç türleri, gücün nitel ve nicel unsurları, göçün nedenleri ve mültecilerin bir “güç” unsuru olarak kullanıldığı örnek olaylar yer almaktadır. Mültecilerin uluslararası arenada bir “güç” olarak kullanımı nedeniyle bazı ülkelerin mülteci krizi olarak adlandırdığı olayların çoğalması da bu tezin kapması ve çıkarımlarından biri olmaktadır. Lakin bu tez çalışmasında anlatılmaya çalışılan asıl kısım ve ana fikir; mültecilerin hayatının herhangi bir ülke tarafından bir “güç” unsuru olarak kullanılamayacak kadar kıymetli olmasıdır.
From past to present, there are many different power elements that countries use to gain superiority over each other. In recent years, one of these power elements has been refugees. The development of technology and the facilitation of international transportation have led to the use of refugees as a “power”. In this thesis, it has been tried to explain why and how countries use refugees as a “power”. Within the scope of the study; migration, refugees, temporary protection status, readmission agreements, types of power, qualitative and quantitative elements of power, reasons for migration and case studies where refugees are used as a “power” element. Due to the use of refugees as a “power” in the international arena, the proliferation of events that some countries call refugee crisis is one of the implications and implications of this thesis. However, the main part and main idea tried to be explained in this thesis work; Refugees' lives are too precious to be used as a “power” factor by any country.
