Publication: Dini yükseköğretimde bir kurum kültürü incelemesi : İstanbul Yüksek İslâm Enstitüsü (1959-1982)
Abstract
Bu araştırma, 1959-1982 tarihleri arasında faaliyet gösteren İstanbul Yüksek İslâm Enstitüsü’nün din-siyaset ilişkisi bağlamında ortaya koyduğu kurum kültürünü incelemeyi amaçlamaktadır. Bu amaç doğrultusunda teorik olarak anlayıcı-yorumlayıcı yaklaşım, araştırma deseni olarak ise kültür analizi benimsenmiştir. Nitel araştırma yönteminin benimsendiği bu tezde Enstitü mensuplarıyla yapılan yarı-yapılandırılmış görüşmeler ve ele alınan döneme dair yapılan literatür taramasıyla veri toplama süreci yürütülmüş; nihai olarak toplanan veriler içerik analizine tabi tutulmuştur. Enstitü üzerine yapılan dönemlendirme çalışmasında, kurulma, kurumsallaşma ve fakülteye dönüş süreçlerinin 27 Mayıs, 12 Mart ve 12 Eylül Askeri Müdahaleleri ile eş zamanlı gerçekleştiği tespit edilmiş ve araştırma bu kronolojik yakınlık ve etkileşim üzerine kurgulanmıştır. Bu üç dönem üzerinde yapılan incelemeler literatürdeki veriler ışığında Enstitü mensuplarıyla yapılan görüşmeler esas alınarak gerçekleştirilmiştir. Her üç dönemde de din-siyaset ilişkisi tartışmaları kapsamında gündeme gelen Enstitü’nün, çeşitli yaptırımlara maruz kaldığı gözlemlenmiştir. Bununla beraber Enstitü mensuplarının da ifade ettiği üzere, iktidarların dini siyasetten ayırmaktan çok kontrol altına almak istediği anlaşılmıştır. Bu durum Enstitü’nün kuruluş sürecinde, hoca ve idareci kadrolarının oluşumunda, müfredatın şekillenmesinde, kurumsallaşma sürecinde yaşanan siyasi müdahalelerde, akademi olma yönünde yürütülen mücadele sürecinde ve en nihayetinde Enstitü’nün fakülteye dönüşümünde kendisini göstermiştir.
This research aims to examine the institutional culture of the Istanbul Higher Islamic Institute, which was active between 1959-1982, in the context of religion-politics relationship. In accordance with this purpose, an understanding-interpretive approach was adopted theoretically, and cultural analysis was adopted as the research design. In this thesis, in which the qualitative research method was adopted, the data collection process was carried out with semi-structured interviews with the members of the Institute and a literature review of the period in question, and lastly, the collected data was subjected to content analysis. In the periodization study of the Institute, it was determined that the establishment, institutionalization and transformation to the faculty processes took place simultaneously with the 27 May, 12 March and 12 September Military Interventions, and the research was built on this chronological proximity and interaction. The analyses on these three periods were carried out in the light of the data in the literature, based on the interviews with the members of the Institute. In all three periods, it has been observed that the Institute, which came to the fore within the scope of the religion-politics relationship discussions, was exposed to various sanctions. However, as stated by the members of the Institute, it has been understood that the governments wanted to have control over religion rather than separating it from politics. This situation manifested itself in the establishment process of the Institute, the formation of the academic and administrative staff, the shaping of the curriculum, the political interventions in the institutionalization process, the struggle to become an academy, and finally in the transformation of the Institute into a faculty.
