Türkiye’deki Halk Kütüphanelerinin Derme Geliştirme_x000D_ Politikaları Açısından Değerlendirilmesi

Abstract

Derme geliştirme politikası kütüphanenin mevcut dermenin boyutunu tanımlayan,kaynakların gelişmesinin devamını sağlayan ya da bunu planlayan, dermenin gücünü ortayakoyan ve seçim felsefesi ile kurumun genel amaçları arasındaki ilişkiyi gösteren ve düşünceözgürlüğünün bir ürünü olarak ortaya çıkan doküman metni olarak tanımlanmaktadır. Halkkütüphanelerinde dermenin nitelik ve nicelik olarak kullanıcıya uygun olması ve bu kapsamdaher halk kütüphanesinin bir derme geliştirme politikasına sahip olması beklenmektedir. Çalışmabu kapsamda, Türkiye’deki derme geliştirme hizmetlerinin nasıl yapılandığının, il ve ilçe halkkütüphanelerinin derme geliştirme politikalarının durumunun, il ve ilçe halk kütüphanesindekimüdür ve kütüphanecilerin derme geliştirme politikaları hakkındaki düşünce ve görüşlerininuygulanan anket kapsamında değerlendirilmesi amaçlanmıştır. Bu kapsamda Türkiye’dederme geliştirme süreçlerine dayanak olan Yayın Seçme Yönetmeliği’nin de değerlendirilmesiamaçlanmıştır. Araştırmada betimleme yöntemi ve anket tekniği kullanılmıştır. Verilerindeğerlendirilmesinde SPSS 18 programından yararlanılmıştır. Verilerin analizinde yüzdelik değerler,sıklık ve Ki-kare istatistik hesapları kullanılmıştır. Araştırma sonucunda halk kütüphanelerindederme geliştirme politikaları konusunda var olan koşullar, sorunlar tanımlanmaya, bu sorunlarınçözümüne dönük bir yol haritası çıkarılmaya çalışılmıştır.

Collection development policy is the document text which defines the size of the existing_x000D_ collection of a library, maintains or plans development of sources, reveals the power of the_x000D_ collection, displays the relationship between the selection philosophy and general purposes of_x000D_ the institution, and results as a product of freedom of thought. The collection is expected to be_x000D_ suitable for the user in terms of quality and quantity and, in this respect, each public library is_x000D_ expected to have a collection development policy. With this in mind; the structure of collection_x000D_ development services, the condition of the collection development policies at the provincial and_x000D_ district public libraries, and opinions and ideas of directors and personnel in provincial and district_x000D_ public libraries on collection development policies were evaluated within the scope of the survey_x000D_ carried out. In this context, the publication is aimed to evaluate basis for collection development_x000D_ processes in Turkey Selection Regulations as well. Descriptive method and survey technique were_x000D_ used in the research. SPSS 18 program was used to evaluate the data. Percentage values, frequency_x000D_ and Chi-square statistic calculations were used to analysis the data. As a result of the research, the_x000D_ conditions that exist in the public library development policies, the problems have been tried to be_x000D_ defined and a road map for solving these problems has been tried.
