Abstract
ÖZETİTFAİYE TEŞKİLATLARINDA HİZMET İÇİ EĞİTİM VE KARİYER YÖNETİM SİSTEMİNİN DEĞERLENDİRİLMESİ VE TÜRKİYE İÇİN YENİ BİR MODEL ÖNERİSİ Kamusal bir güvenlik hizmeti olan itfaiye hizmetlerinin nitelikli olarak sunulmasında itfaiyeci personelin hizmet içi eğitimi ve deneyimi ile itfaiyecinin kariyer yönetimi hususu öncelikli ele alınması gereken sorun alanlarıdır. Bu çalışmanın amacı; ulusal düzeyde itfaiye hizmetleri ve yönetimi konusunda uluslararası alandaki gelişmiş ve iyi uygulama örnekleri ile kıyaslama imkânı sağlayarak Türkiye itfaiye teşkilatları için hizmet içi eğitim ve kariyer yönetimi özelinde uygulanabilir bir model önerisi sunmaktır. Bu çalışma, konuyu ulusal ve uluslararası alanda ele almak amacıyla literatür taraması ve Türkiye’deki büyükşehir belediyesi itfaiye teşkilatlarındaki uygulama metotlarını ortaya çıkarmak amacıyla ampirik araştırmadan oluşmaktadır. Bu çalışmada, bünyesinde itfaiye eğitim merkezi olan 6 büyükşehir belediyesi itfaiye teşkilatı örneklem olarak belirlenmiştir. Çalışmanın ampirik araştırma bölümüne veri sağlamak amacıyla nitel araştırma yöntemlerine yönelik veri toplama araçları olan yarı yapılandırılmış görüşme formu kullanılarak büyükşehir belediye itfaiye teşkilatında çalışan 6 yönetici ve aktif olarak görev yapan 6 itfaiyeciyle görüşmeler yapılmıştır. Elde edilen verilerin analizi MAXQDA22 nitel araştırma analiz yapılmış olup, hizmet öncesi eğitim, hizmet içi eğitim ve kariyer yönetim sistemi temaları altında mesleki örgün eğitim kurumları, araç-gereç ve uygulama alanları, staj eğitimi, yasal düzenlemeler ve standartlar, aday yetiştirme eğitimi, itfaiyeci yetiştirme eğitimi, üst görev kadrolara hazırlama ve yönetici eğitimi, teknik ve destek personelin eğitimi, itfaiye eğitim merkezi, ulusal ve uluslararası değişim programları, insan kaynakları yönetimi ile kariyer planlama ve geliştirme kategorileri oluşmuştur. Çalışmada elde edilen bulgular bu kategoriler altında kodlanmış ve raporlanmıştır. Sonuç olarak, belirlenen sorun alanlarının iyileştirilmesi ve geliştirilmesi adına itfaiye teşkilatlarında hizmet içi eğitim ve kariyer yönetimine yönelik olarak yeni bir model önerisi sunulmuştur.
EVALUATİON OF IN-SERVİCE TRAİNİNG AND CAREER MANAGEMENT SYSTEM IN FİRE BRİGADES AND A NEW MODEL SUGGESTİON FOR TURKEY In-service training and experience of firefighter personnel and career management of firefighters are the problem areas that should be dealt with as a priority in the qualified delivery of fire services, which is a public security service. The aim of this study; it is to offer a model proposal that can be applied for in-service training and career management for Turkish fire brigades by providing the opportunity to compare with the developed and good practice examples in the international field on fire brigade fire services and management at the national level. This study consists of a literature review in order to address the issue in the national and international arena and empirical research to reveal the application methods in the metropolitan municipality fire departments in Turkey. The sample of this study was determined to be 6 metropolitan municipality fire brigades, which have firefighting training centers. In order to provide data for the empirical research part of the study, interviews were conducted with 6 managers working in the metropolitan municipality fire department and 6 firefighters working actively, using a semi-structured interview form, which is data collection tools for qualitative research methods. The analysis of the data obtained was made with the MAXQDA22 qualitative research analysis program and under the themes of pre-service training, in-service training and career management system, vocational formal education institutions, tools-equipment and application areas, internship training, legal regulations and standards, candidate training, firefighter training, preparation for senior positions and manager training, training of technical and support personnel, firefighting training center, national and international exchange programs, human resources management and career planning and development categories were formed. The findings obtained in the study were coded and reported under these categories. As a result, a new model proposal has been presented for in-service training and career management in fire departments in order to improve and develop the identified problem areas.
