Publication: Uluslararası emek hareketleri (göçü) ve Türkiye üzerine bir deneme
Abstract
Bu çalışmada, göçmen ulusötesileşmesinin göçmen hanehalkına olan etkileri ve yerel kalkınma ile arasındaki ilişki ele alınmıştır. Bu amaçla Görele İlçesi’nden Almanya’ya göç eden göçmenlerin geride kalan aile üyeleri ve yöreleriyle kurdukları ilişkiler esas alınarak alan çalışmasına gidilmiştir. Bunu yaparken tarihsel-yapısalcı göç modeli ile ulus-ötesi göç modeli bir arada kullanılmaya çalışılmıştır. Çalışmanın tasarımı ve bölümlemeleri de bu esasa göre planlanmıştır. Buna göre çalışma, dört bölüm ve sonuçtan oluşmaktadır. Birinci bölümde göç olgusunun küreselleşme bağlamına oturtulma çabasında öne çıkarılan temel kavramlara ve tartışmalara yer verilmiştir. Ayrıca kuramda yer alan göç modelleri gözden geçirilmiştir. İkinci bölümde ise göç-kalkınma ilişkisine hem tarihsel hem de analitik bir bakış açısı sunulmaya çalışılmıştır. Üçüncü bölümde ise Türkiye’nin genel bir göç serüveni anlatılmıştır. Dördüncü bölümde ise Görele’den dışa göç olgusu mümkün olduğunca tüm unsurlarıyla masaya yatırılmaya çalışılmıştır. Araştırmadan ortaya çıkan sonuçlara göre göç, küresel kapitalizmin yapılanma süreçlerinde şekillenmektedir ve kapitalist birikim tarzına uygun haller almaktadır. Göçmenler yaşanan olumsuzluklarla mücadele etmek adına ulus-ötesi alanlar yaratırlar. Göçün göçmenlere, geride kalan aile üyelerine olan refah etkisi tartışmalıdır. Göçün göç veren yöreye olan refah etkisi de tartışmalıdır. Bir geçim ve yaşam stratejisine dönen göçerlik, yörenin iktisadi faaliyetlerinin yok olmasına neden olur.
The study hereby discusses the effects of migrant transnationalization on the household and its correlation with the local development. In accordance with this objective, a fieldwork is realized on the basis of family relations of immigrants from Görele town to Germany with their family members who stayed in Turkey along with the region in general. Historical-structuralist migration model and transnational migration model approaches are aimed at simultaneously. The design and chapters of the study are planned in accordance. Hereunder, the study consists of four chapters and conclusion. The initial chapter handles main concepts and discussions on positioning the phenomenon of migration within the context of globalization. Besides, migration models are overviewed in theoretical means. The purpose of the latter chapter is providing both historic and analytic approaches to the migration-development. The third chapter is on the migration story of Turkey in general means. Finally in the fourth chapter, migration from Görele to abroad is discussed in the broadest manner possible. According to the results of the research, migration is shaped in the structuring processes of global capitalism and takes forms coherent to capitalist accumulation. Migrants build transnational spaces to cope with negativities. The welfare that migration brings along for the immigrants and families left behind is arguable. The welfare that migration brings along to the region emigrated from is arguable. Migration that transforms into a subsistence and life strategy results in the termination of the economic activities in the given region.
