Teknoiktidar, mahremiyet ve özgürlük

Abstract

Bu tez çalışması, ne yönetiyor? sorusundan yola çıkarak, teknoiktidarın küreselleşmenin iktidarı olduğunu ve bu iktidar formunun mahremiyete saldırılarla ele geçirilen kişisel veriler üzerinden işlediğini iddia etmektedir. Kişisel verilerin, negatif özgürlük söylemiyle hareketi ve akışı dayatarak ele geçirildiği belirtilmekte, bu bağlamda özgürlük söyleminin kontrolün bir veçhesi haline geldiğinin gösterilmesi amaçlanmaktadır. Teknoiktidar formu, kişiye ait parmak izi, göz bebeği, el ayası gibi emsalsiz bilgilerle kalabalıklar içinde kişiyi sözüyle değil, kimliği ve mekânsal bilgileri yoluyla tanımlamaktadır. Bu bağlamda çalışma, liberal demokrasinin merkezindeki bireyin özerkliği ve sözünün işgal edildiğini göstermesi bakımından önemlidir. Çalışmada anlamacı yöntem kullanılmış olup, sonucunda, moderniteye ait geleneklerin yıkılmakta olduğu ve yerine akışlar vasıtasıyla küresel teknoloji ve finans şirketlerinin oligarşisinin geçmekte olduğuna ulaşılmıştır.

This thesis, starting from the question of what governs?, argues that technopower is the power of globalization and that this form of power operates through personal data seized through attacks on privacy. It is stated that personal data is seized by imposing movement and flow with the discourse of negative freedom, and in this context, it is aimed at how the discourse of freedom has become an aspect of control. The form of technopower defines the person in crowds not with his/ her voice but with his/ her identity and spatial information with unique information such as fingerprint, pupil, palm, etc. In this context, the study is important in terms of showing that the autonomy and voice of the individual at the center of liberal democracy is invaded. The study uses the hermeneutic method. As a result of the study, it is concluded that the traditions of modernity are collapsing and being replaced by the oligarchy of global technology and finance companies through flows.
