Publication: Sivil toplum kuruluşlarında kurumsal iletişim stratejileri ve kapasite gelişimi
Abstract
Toplumsal yaşama fayda sağlamak amacıyla gönüllülük üzere faaliyet gösteren sivil toplum kuruluşları son yıllarda gerek dünyada gerek ülkemizde giderek önem kazanmıştır. Öyle ki ülkelerin demokratikliği, şeffaflığı, yönetim başarısı güçlü bir sivil toplum mekanizmasının varlığı ile ölçülür hale gelmiştir. Son 20 yılda ülkemizde sivil toplum alanında ciddi gelişmeler yaşanmasına ve niceliklerinin artmasına karşın nitelikleri konusunda halen eksiklikler bulunmaktadır. Bu anlamda kurumsal kapasitelerinin geliştirilmesi yani kurumsal yönetişim ilkelerini benimseyerek daha demokratik, şeffaf, hesap verebilir, güvenilir olmaları gerekmektedir. Bu süreçte başarılı olunabilmesi ise kurumsal hedeflerin paydaşlara doğru şekilde anlatılması ve güçlü ilişkilerin kurulmasından geçmektedir. Bu noktada kurumsal iletişim faaliyetleri önem kazanmaktadır. Kurumsal iletişim bir kurumdaki iç ve dış tüm iletişim süreçlerinin bütüncül, tutarlı ve stratejik şekilde yürütülmesi olarak ifade edilebilecektir. Ülkemizde sivil toplum kuruluşlarının iletişim süreçleriyle ilgili araştırmaların yeterli olduğunu söylemek mümkün değildir. Bu çalışma söz konusu ihtiyaçtan dolayı ele alınmıştır. Buna göre araştırmada iletişimi stratejik olarak ele alan, yönetim süreçlerine dahil eden, bütüncül şekilde yürütebilen kurumların kurumsal kapasitesinin de o ölçüde gelişmiş olduğu iddia edilmektedir. Buna bağlı olarak çalışmayla sivil toplum kuruluşlarının kurumsal iletişim süreçlerinin nasıl ilerlediğini ve kurumsal kapasitenin kullanılmasında nasıl bir role sahip olduğunun anlaşılması hedeflenmektedir. Bu hedef doğrultusunda kurumlarla yarı yapılandırılmış derinlemesine mülakat görüşmeleri gerçekleştirilmiştir. Buradan elde edilen veriler yaklaşım, süreç ve beklenti kategorileri altında derlenmiştir. Elde edilen bulgular ışığında güçlü kurumsal kapasiteye sahip olduğu düşünülen kurumların iletişimin stratejik öneminin farkında oldukları, genel stratejileri içerisine iletişimi dahil ettikleri, süreçleri daha profesyonel yürüttükleri, güçlü kurum kültürüne sahip oldukları sonucuna ulaşılmıştır.
Civil society organizations operating on a voluntary basis in order to benefit social life have gained importance both in the world and in our country in recent years. So much so that the democracy, transparency, and management success of countries have become measured by a strong civil society mechanism. Although there have been serious developments in the field of civil society in our country in the last 20 years and their quantity has increased, there are still deficiencies in their qualifications. In this sense, they need to develop their institutional capacities, that is, to become more democratic, transparent, accountable and reliable by adopting corporate governance principles. To be successful in this process, it is necessary to explain the corporate goals to the stakeholders correctly and to establish strong relations. At this point, corporate communication activities become important. Corporate communication can be expressed as the holistic, consistent and strategic execution of all internal and external communication processes in an institution. It is not possible to say that the research on the communication processes of civil society organizations is sufficient in our country. This study was handled because of this need. According to this, it is claimed in the research that the institutional capacity of the institutions that deal with communication strategically, include it in management processes, and carry it out in a holistic manner is also developed to that extent. Accordingly, the aim of the study is to understand how the corporate communication processes of civil society organizations are progressing and what role they have in the use of institutional capacity. In line with this goal, semi-structured interviews were conducted with institutions. The data obtained this here were compiled under the categories of approach, process and expectation. In light of the findings, it has been concluded that institutions that are thought to have strong institutional capacity are aware of the strategic importance of communication, including communication in their general strategies, carry out processes more professionally, and have a strong corporate culture.
