Proje yönetimi ve pert, CPM tekniklerinin AB hibe projesine uygulanması

Abstract

Yönetimde etkin zaman kullanımı ve karlılığı yükseltmek adına maliyetleri aşağı çekme ihtiyacı planlamayı; daha geniş anlamda yapılan işlerin projelendirilmesini zorunlu kılmaktadır. Bu nedenle, Proje Yönetimi 21. yüzyılın en önemli konusu olmuştur. Ülkemizin Avrupa Birliği'ne giriş süreci ile birlikte çok çeşitli konularda hibe programları açılmıştır. Bu da programlara katılarak hibe almak adına pek çok fikir projelendirilmiş ancak projelendirilen fikirler iyi planlanamamıştır. Bu sebeple, projeler ya başvuru aşamasında Avrupa Komisyonu tarafından reddedilmiş ya da projeler başlamış ancak tamamlanamamıştır. Bu çalışma ile proje yönetim tekniklerinden CPM ve PERT kullanılarak projenin daha sağlıklı planlanabileceği anlatılmaya çalışılmıştır. Hibe projelerinin daha çok belediyeler tarafından yapıldığı gerçeğinden hareketle proje yönetiminde iyi bir zaman ve maliyet planlaması kamu kaynaklarının etkin kullanılması için önemlidir. It becomes necessary to plan, more generally turn all of the works to project schedule for to effective time managing and need of decrease of costs for to increase profitability. Because of this reason, Project Management is the most important subject of 21st Century. There are a lot of grant programme has opened in several subjects in the progress of navigation of our country. So, a lot of idea turned to project for to take grant even they haven't planned well. Because of this reason, projects had respected by Council of Europe or projects started but couldn't finish. By the way of this study, it has been tried to tell that project can be planned better with CPM and PERT techniques. It is fact that projects are implemented by municipalities mostly.
