Temettüat defterleri çerçevesinde silistire kazası’nın iktisadi ve sosyal yapısı

Abstract

“TEMETÜÂT DEFTERLERİ ÇERÇEVESİNDE SİLİSTRE KAZASI’NIN İKTİSADÎ VE SOSYAL YAPISI” Temettüât Defterleri 19. yüzyıl Osmanlı iktisat ve sosyal tarihi için vazgeçilmez kaynaklardandır. Osmanlı Devleti’nin Anadolu ve Rumeli’sinin büyük kısmında yapılan sayımlar neticesinde oluşan Temettüât Defterleri, hane reislerinin yıllık vergi, gelir ve mal varlıklarının kaydedilmesiyle oluşturulmuştur. Bu çalışma ile Balkanlarda bir Osmanlı şehri olan Silistre Kazası’nın iktisadî ve sosyal yapısı, Temettüât Defterleri çerçevesinde değerlendirilmeye çalışılmıştır. Sosyal yapıda, nüfus miktarı, nüfusun dinî yapısı ve yerleşim özellikleri üzerinde durulmuştur. İktisadî yapı incelenirken kayıtlardaki bilgiler ışığında kazanın genel ve nahiyeler itibarıyla yıllık toplam vergi yükü, vergi yükünün dağılımı ve bileşenleri tespit edilmeye çalışılmıştır. Vergilerden sonra Silistre Kazası’nın yıllık gelir hesaplaması yapılmıştır. Genel ve nahiyeler itibarıyla yıllık toplam gelir miktarı, gelirin kaynaklara göre dağılımı ve gelir-vergi ilişkisi üzerinde durulmuştur. Kaza ekonomisinin nasıl bir özellik taşıdığı, ziraat, ticaret ve zanaatın ekonomik yapı içindeki ağırlıkları açıklanmaya çalışılmıştır.

“THE ECONOMİC AND SOCIAL STRUCTURE OF SILISTRE COUNTY IN THE FRAME OF TEMETTÜÂT DEFTERLERİ” The Temettüât Defterleri are among the indispensable resources for the economic and social history of Ottoman Empire in the 19th century. The Temettüât Defterleri, which were created by the consequences of the enumerations carried out in the most parts of Rumelia and Anatolia, are formed by registering the yearly taxes, incomings and assets of the house husbands. In this study, the financial and social structure of Silistre Region, an Ottoman city in the Balkans, in the frame of the Temettüât Defterleri is attempted to evaluate. For the social structure; the population, religious structure, and inhabiting features are emphasized. While analyzing the economic structure; thanks to the data in the recordings; by the regards of general and district, yearly total taxes, the distribution and components of taxes are attempted to determine. Afterwards, the yearly income of Silistre Region is estimated. Regarding the general and district, the yearly total income, the distribution of the income according to the support, and income-tax relation is stressed. What qualities the economy of the region has, the weight of agrarian, commerce, and craft in the economical structure is attempted to clarify.
