Publication: Üretken sermayenin oluşum-gelişim süreci : TOBB’dan TÜSİAD’a
Abstract
Türkiye’nin yakın dönem tarihini ele alan birçok çalışmada bölüşüm ilişkileri, dış dinamikler ve devlet merkezli yaklaşımlar büyük oranda kabul görmektedir. Bu yaklaşımlar, kapitalist üretim biçiminin analizinde üretim alanını göz ardı ederek, dolaşım alanı merkezli analizler yapmaktadırlar. Üretken sermayenin oluşum-gelişim sürecini ele almak için sözü edilen bu yaklaşımların eleştirisi yapılmalıdır. Bu doğrultuda tezde, üretim veya dolaşım alanı merkezli bir analiz yerine bu iki alanın ilişkisel analizinin olduğu bir çerçeve ortaya konulmuş, böyle bir çerçeve kapsamında üretken sermayenin oluşum-gelişim süreci ele alınmıştır. Böyle bir çerçeveden bakıldığında sürecin popülizm değil sınıf mücadeleleri olduğu teorik ve ampirik olarak ortaya konulmuştur. İlişkisel bir analiz için 1960’lı yıllarda sermayenin toplumsal döngüsü ve bu temelde sermaye fraksiyonları ve devlet arasındaki ilişkiler incelenerek bölüşüm merkezli yaklaşıma karşı alternatif bir çerçeve ortaya konulmuştur. 1960’lı yıllar boyunca üretken sermaye hızlı bir birikim gerçekleştirmiştir. TÜSİAD’ın kurulmasına yol açan sürecin dinamikleri, sermayenin merkezileşme ve yoğunlaşmasının hızlanması olmuştur.
THE FORMATION - DEVELOPMENT PROCESS OF PRODUCTIVE CAPITAL: FROM TOBB TO TUSIAD In many studies which investigate the recent period of Turkish history, the most accepted approaches are the distributional relations oriented, external dynamics oriented and state oriented approaches. However, these approaches ignore the production sphere in the analysis of the capitalist mode of production and focus on the circulation sphere only. To investigate the formation–development process of productive capital, these approaches should be criticised. Accordingly, in this thesis, instead of a production or circulation oriented analysis, a framework was established which analyses these two spheres in relation to each other. Within this framework, the formation–development process of productive capital was examined. From this point of view, it is presented theoretically and emprically that the whole process appears as a class struggle, not as populism. For a relational analysis, the social circuit of capital in the 1960s and on this basis the relations between fractions of capital and the state were investigated. An alternative framework to the distributional oriented approach was presented. The productive capital had a rapid accumulation during 1960s. The dynamics which has led to the foundation of TUSIAD has been the acceleration of the centralisation and concentration of capital.
