İstanbul- Edirne- Bursa illerindeki üniversitelerin bünyelerinde yer alan okulöncesi eğitim kurumlarının yönetimsel özellikleri

Abstract

Bu araştırma'da iki temel amaçtan hareket edilmiştir: 1.Devlet üniversitelerine bağlı okulöncesi eğitim kurumlarının kurumsal özellikleri ile çalışanlarının bireysel özelliklerinin belirlenmesi, 2.Okulöncesi eğitim kurumlarının birer okul oldukları savı ile; Taymaz (1995) tarafından diğer öğretim kurumları için açıklanan; okul yönetimindeki beş işlevsel süreci (personel , öğrenci, öğretim , eğitim ve okul işletmesi işleri) okulöncesi eğitim kurumlarına adapte ederek bu kurumlarda çalışan yönetici ve eğitici personelin, bu süreçlere verdikleri önem ve kendi kurumlarında bu süreçlerin uygulanma düzeyini belirlemeleri ve bu değerlendirmede bireysel özelliklerin bir fark yaratıp yaratmadığının saptanmasıdır. Araştırmanın evrenini; Türkiye'de resmi kurumlara bağlı okulöncesi eğitim merkezleri ve buralarda çalışan yöneticiler ve eğitim personeli oluşturmaktadır. Örneklem grubu ise; İstanbul, Edirne ve Bursa illerindeki devlet üniversitelerinin bünyelerinde yer alan 14 adet okulöncesi eğitim merkezi ve buralarda çalışmakta olan 91 adet yönetici ve eğitim personeli çalışma grubunu oluşturmuştur. Araştırmacı tarafından geliştirilen; Okul Bilgi Formu, Kişisel Bilgi Formu, Yönetimsel Süreçlere İlişkin Görüşler Ölçeği (5 Skalalı Likert tipi), Yönetimsel Süreçlere İlişkin Uygulamadaki Durum Ölçeği (3 Skalalı Likert tipi) veri toplama araçları olarak kullanılmıştır. Geliştirilen ölçekler geçerlik ve güvenirlik çalışması için önce başka bir gruba uygulanmıştır. Araştırmanın tüm istatistiksel analizleri SPSS istatistik paket programıyla yapılmıştır. Hemen bütün devlet üniversitelerinin bünyelerinde okulöncesi eğitim hizmeti veren kurumların olduğu, çalışanların genellikle devlet memuru oldukları ve üniversitelerin, bu kurumlarını büyük ölçüde personel ve demirbaş ihtiyaçları konusunda destekledikleri saptanmıştır. Üniversiteler, bünyelerindeki bu kurumları genellikle uzun yıllar önce açmışlardır. Çalışanlar okul yönetimindeki süreçlere oldukça fazla önem göstermekte (X:90.35), ancak kurumlarında bu önem düzeyinin altında bir uygulama olduğunu belirtmektedirler (X:74.66).Çalışanlar, eğitim ve öğretim süreçlerinin kurumlarda fiziksel ve maddi koşulların sağlanmasından sonra gelebileceği görüşünü ortaya koymuşlardır. Bireysel özelliklere göre farklılıkların genellikle kurumlarda süreçlerin uygulanması konusunda ortaya çıktığı görülmüş; genel itibariyle okulöncesi eğitim kurumu çalışanlarının homojen bir grup olduğu tespit edilmiştir.

This research has the folowing two basic objectives: 1. To define the characteristics of the governmental pre-school educational institutions and of their worker's personal attributes, 2. With the concept idea of that the pre-school educational institutions are considered schools, explained by Taymaz (1995) for the other type of educational organizations, to adapt the five operational processes (personnel, student, education and training , lectures, and school's administration), to iinvestigate how the administative and lecturer staff, who are working in these schools, give importance to and level of the application of these processes, and to assess whether the personal characteristics create a deviation from the process. The scope for the research application covers the official pre-school institutions in Turkey and their educational personnel. The sampling groups are chosen from the 14 different pre-schools under the state universities located in Istanbul, Edirne, and Bursa and from the 91 administrative and lecturing personnel currently working in these schools. The author in this study developes and utilizes the following tools for sampling: Organizational Information Form, Personal Information Form, Metrics regarding to the Comments on Administrative Processes(Likert Type with 5-scale), Metrics for the Status of the Application of the Administrative Processes (Likert Type 3 Scale). To observe their validity and reliability, the metrics developed are first applied to other groups before the actual sampling is performed. All the statistical analysis in this research is performed using SPSS statistical package. It was shown in this study that almost all state universities have a pre-school educational institution under their organization, that the workers are generally are government employees, and that the Universities support these schools by means of personnel resource and registered tools. The Universities established these pre-school institutions many years before. The employees gives very big importance to the processes in the administation (X:90.35), however, they state that this application is under it's importance level (X:74.66). The employees has the idea that the education and training processes can be established after the physical and financial conditions are provided. In this study, the differencies in the personal characteristics are seen to occur in the application stage of the processes; and concluded that generally the personnel of the pre-shool institutions are found as of the homogeneous group structure.
