Publication: Türkiye’de okullarda kalite hareketi: “özel robert lisesi okulu örneği”
Abstract
Çağımızda hayatın her alanında ve özellikle eğitim alanında kalite ve sürekli gelişimin sağlanması vazgeçilmez ve tartışılmaz bir şart olmuştur. İşte bu doğrultuda bu kavramlar eğitim kurumlarının hedefleri belirlenirken birinci önceliği taşımaktadır. Bu önceliklere uygun olarak günümüzde yetiştirilen öğrencilerin ömür boyu öğrenmeyi sürdürebilen, yaratıcı ve eleştirel düşünme becerilerini geliştirmiş, sosyal ve kültürel roller üstlenebilen bireyler olması amaçlanmaktadır. Bu doğrultuda Millî Eğitim Bakanlığı 1999 yılından itibaren eğitim alanında ulusal kalite hareketini başlatmıştır. Eğitimde kalite okulun kalitesidir. Bu aşamada da okul yöneticisine çok fazla görev düşmektedir. Bu çalışmada amacımız eğitim sistemimizi geçmişten günümüze kadar inceleyerek eğitim kurumlarında uygulanmakta olan kalite çalışmalarını araştırmak, etkili okul, etkili lider kavramları üzerinde durmaktır. Ayrıca okullarımızda bu çalışmaların uygulanabilirliğinin ne durumda olduğu, okullarımızın alt yapısının buna hazır olup olmadığı, uluslar arası ölçekte öğrencilerimizin başarı durumunun tespitidir. Yeniden yapılanma ülkemiz eğitim sistemi için neden gereklidir ve yeniden yapılanma sırasında nelere dikkat edilmelidir? Tüm bu sorulara, uzman görüşlerine de yer vererek cevap aramaktayız. Bu bağlamda okul örneği olarak seçmiş olduğumuz Özel Robert Lisesi’nin işleyişi, örgüt yapısı, öğrenci ve veli profili, hizmet alanların ve hizmet verenlerin beklentileri nelerdir ve karşılanabilmekte midir? Özel Robert Lisesi kalite hareketinin neresindedir, neler uygulanmaktadır, başarı nasıl elde edilmektedir? Okulun dış çevre ile ilişkileri nasıldır? Tüm bu sorulara yanıt arayarak, Özel Robert Lisesi incelenmiştir. Araştırma niteliksel bir araştırma olup, alan taraması ve görüşme tekniklerine yer verilmiş, birincil ve ikincil veriler kullanılmıştır.
In our age on every area of life, especially on the educational area, maintaining quality and continuous development are an indispensable and unquestionable must. Now at this point those concepts are being the primary targets while determining the targets of educational institutions. According to those priorities the students who are being educated at those days are aimed to be the ones who can learn lifelong, the ones who have developed the ability of creative and critical thinking and also the ones who can take social and cultural roles. At that direction since 1999 The Ministry of Education has started the national quality movement at educational field. Quality at education is the quality of the school. At that stage, director of school receives quite a lot of duties. Our aim at this study is while analyzing our educational system from past to now, making a study on quality action at schools and emphasizing on effective school and effective leader. Besides these, we aimed to search the position of the applicability of this action at our schools, also to see whether the infrastructure of our schools are ready for this action or not, and to determine our students success at international criterion. Why is reengineering needed for our educational system and what should we consider during the reengineering? We are looking for answers to all these questions, mentioning expert views. At that context we are looking for construction, organizational structure, student and parent profile of Robert College which we have chosen as a sample school. What are the expectations of customers and service suppliers and are they being met in that school? On which part is Robert College at quality action, what are being applied, and how is the success gained? How are the relations of the school with external environment? By looking for an answer to all these questions Robert College has been analyzed. The study is a qualitative analysis, field research, interview techniques, primary and secondary data have been used in it.
