Bu çalışmada Osmanlı Devleti'nin son dönemlerinde yetişen en değerli asker ve devlet adamlarından biri olan Hüseyin Rauf Orbay'ın ailesi, eğitimi, 1881-1918 yılları arasındaki denizcilik hayatı ve faaliyetleri ele alınmıştır.
