A new milestone for African Union – European Union partnership : changes with principled pragmatism

Abstract

Ortak Vizyon, Ortak Eylem: Daha güçlü bir Avrupa 2016 (EUGS) belgesiyle AB yeni bir küresel strateji tanımladı. Tez, ilkeli pragmatizmanın AB'nin küresel stratejisini etkileyip etkilemediğini, Avrupa Birliği ve Afrika Birliği ilişkisi üzerinden, örnek bir olayla araştırmaktadır. İlk bölümde, ilkeli pragmatizm ve rezilyansın AB'nin küresel politikası üzerindeki etkileri açıklanmaktadır. Ayrıca, ikinci bölümde AB'nin stratejisini örnek olay üzerinden incelemek için tez Avrupa Birliği ve Afrika Birliği ilişkisini incelemektedir. Buna ek olarak, Çin ve İngiltere gibi AU-AB ilişkilerini etkileyen diğer aktörler de tezde ele alınmaktadır. Üçüncü bölümde ise tez, bölgesel aktörler de dahil olmak üzere AU-AB ilişkisinin muhtemel olasılıkları tartışmakta ve değerlendirmektedir. Tez, AB'nin küresel stratejisinin EUGS 2016'de açıklanan esneklik stratejisi kapsamında ilkeli pragmatizm tarafından büyük ölçüde etkilendiği ve AU-AB ilişkisinin bu stratejinin etkisiyle ciddi şekilde gerilediği sonucuna varmaktadır.

In Shared Vision, Common Action: A Stronger Europe 2016 (EUGS) the EU defined a new global strategy. The thesis looks at whether the principled pragmatism affected the EU’s global strategy or not with the EU-AU relation as a case study. In the first chapter, principled pragmatism, resilience and their influence on the EU’s global policy are explained. Furthermore, to evaluate the EU’s strategy, the thesis studies the African Union and European Union relationship as a case study in the second chapter. In addition, the thesis discusses other actors that has influence over the AU-EU relationship such as China and Britain. In the third section, the thesis assesses the probable prospects of the AU-EU relationship including regional actors. The thesis concludes that the EU’s global strategy is heavily influenced by the Principled Pragmatism under the strategy of resilience explained in EUGS 2016 and the AU-EU relationship has severely deteriorated under influence of this strategy.
