Europeanization of France's foreign policy : The case of Russo-Georgian war

Abstract

Fransa’nın dış politikasının Avrupalılaşması ve rol kavramlarının Fransa’nın AB düzeyindeki davranışı üzerindeki etkisi 2008 Rus-Gürcü savaşı bağlamında incelenmektedir. Tezin ana argümanı, sonuç mantığını ve uygunluk mantığını izleyen Fransa'nın tercihlerini başarıyla AB düzeyine yüklediği ve AB'nin politikasını şekillendirdiği, AB’nin savaşı sona erdirmedeki başarısını garanti eden çatışmaya karşı AB’nin ortak tutumunu kolaylaştırdı ve AB’nin Gürcistan’daki çatışma yönetimi araçlarını yükseltmiştir. Bu bağlamda ilk olarak Avrupalılaşmanın kavramsal çerçevesi ve rol teorisi gözden geçirilmiştir. Daha sonra, Fransız yönetiminin Avrupalılaşması, iç siyaset, kimlik, ulusal rol kavramları ve dış politikanın yükleme ve indirme boyutları ile kapsamlı analizi sunulmaktadır. Daha sonra, tarihsel bağlamda Rus-Gürcü savaşına giden yol, nedenleri ve tetikleyicileri, AB politikasının Gürcistan'daki çatışma bölgelerine yönelik evrimi ve Fransız dış politikasının Rus-Gürcü savaşında Avrupalılaşması, özellikle de AB'nin rolü ve barış arabulucusu ve Fransa'nın ulusal tercihlerini AB düzeyine başarıyla yüklemesi analiz edilmektedir. Çıkarılan sonuç, tezin hipotezini desteklemektedir. Tez, Fransa’nın, hem sonuç mantığı, hem de uygunluk mantığınca yönlendirilen ve Fransa’nın ulusal rol anlayışınca şekillendirilen bir girişimsel liderlik rolü oynadığı sonucuna varmaktadır. Fransa’nın tercihlerini AB düzlemine yükleme konusundaki başarısı AB’nin hareket etme kabiliyetini koruduğu için AB için de faydalı olmuştur.This thesis analyzes the Europeanization of France’s foreign policy and the impact of the role conceptions on France’s behavior at the EU level in the context of the Russo-Georgian war 2008. The main argument of the thesis is that France, following the logic of consequences as well as logic of appropriateness successfully uploaded its preferences to the EU level and shaped EU’s policy/ facilitated EU’s common position towards the conflict which guaranteed EU’s success in ending the war and upgraded EU’s conflict management tools in Georgia. In this regard, firstly, the conceptual framework of Europeanization and role theory are overviewed. It is followed by an comprehensive analysis of Europeanization of French polity, domestic politics, identity, national role conceptions and foreign policy with its uploading and downloading dimensions. Subsequently, the path to the Russo-Georgian war in the historical context with its causes and triggers, evolution of the EU policy towards the conflict zones in Georgia and Europeanization of French foreign policy on the Russo-Georgian war, particularly the EU’s role as a peace mediator and France’s successful uploading of its national preferences to the EU level is analyzed. Thesis concludes that France played entrepreneurial leadership role which was shaped by its national role conceptions and was driven by both logic of consequence and logic of appropriateness. Frances success in uploading its perefences to the EU level was beneficial for the EU since it preserved the EU’s ability to act.
